China is rich in coal resources,uneven regional distribution,the north and northwest are widely distributed,the East and southwest are the main demand areas for coal.Therefore,the north coal to the South and the west coal to East transportation have become the main strategic pattern of China's coal industry.Caofeidian Port,located in the northeast of Hebei Province and the south of Tangshan City,is an important coal transport port in China.According to the present situation and development trend of coal transportation in China,combined with the status of Caofeidian Port Area in China's "North-South Coal Transportation",five coal berths are planned to be built to meet the demand for coal in southern China.The main contents of this paper are as follows:Firstly,it summarizes the connotation of port project and the basic theory of project risk management.On the one hand,it introduces the background significance of port project construction and the research status at home and abroad,on the other hand,it introduces the characteristics of port projects and the identification and evaluation methods of project risks.Secondly,in order to further deepen the understanding of the Caofeidian Port Project,this paper introduces the development status of Caofeidian Port,and on this basis introduces the necessity of project construction and project planning,and puts forward the construction arrangements of the project.Then it introduces the development of the project investor and the project operation unit,and shows that it can meet the development of the project.Then the overall risk of the project is analyzed.The project risk mainly includes environmental and production safety risk,environmental risk,technical risk and economic and financial risk.Thirdly,in order to further evaluate the risk of the project,this paper synthesizes the actual background of the project,through the combination of expert scoring and fuzzy comprehensive evaluation method,draws the conclusion that the overall risk of the project is controllable,and some of the risks exist.Finally,according to the main contents and causes of various project risks,the concrete measures and methods of risk prevention are put forward from the angles of safety production,project environment,technical risks and economic and financial affairs.
