China's economic system has changed from a planned economy to a market economy,and the adjustment of the industrial structure of the national defense science and technology industry has continued to increase.In this context,the China Aerospace E General Design Department,which is mainly engaged in aerospace military model projects,faces many problems caused by lack of multi-project management,which is not conducive to the innovation and development of enterprises,and is related to the life of military soldiers and related to national defense security.The China Aerospace General Design Department mainly uses the Qian Xuesen system engineering management method to carry out aerospace model project management.The sub-system research room is responsible for the functional management of the project bottleneck resources in the matrix organization and plays a key role in project promotion.Through literature review,it is found that the literature on multi-project management based on the perspective of the Chinese Aerospace General Design System Research Room is rare.It is very necessary to carry out research in this field to solve the multi-project management problem of the sub-system research room in the general design department.This paper takes the S sub-system research room of China Aerospace E General Design Department as a case study,through the methods of investigation,interview,brainstorming,fishbone diagram analysis,etc,analyzes the current situation of multi-project management in the system design part of E overall design,and points five important factors in the multi-project management problem of the S sub-system research room,combined with the system engineering ideas and the multi-project management key technologies of modern project management.From the aspects of organizational structure,system construction,mechanism construction,personnel training,and knowledge management,the program design and implementation were carried out,formulated five solutions,which solved the outstanding problems in the multi-project management of the S sub-system research room.Create a learning organization,cultivate a high-quality composite talent team,and improve the core competitiveness of the research room.The research results of this thesis can lay a theoretical and practical application foundation for the research field combining project management and functional management,promote the development of multi-project management theory under the background of system engineering management,and provide some practical reference or experience for multi-proj ect management at the business level.
