Study On The Innovation Mode Of Promoting Industrial Poverty Alleviation Through Land Circulation In The Typical Poverty Counties Of The Upper Reaches Of The Yangtze River In China

Under the current national strategy of precision poverty alleviation,land circulation is an important part of poverty alleviation.Based on the basic background of the current national implementation of precision poverty alleviation and development,this paper combines the industrial development of precision poverty alleviation with land circulation,and takes Luquan Yi and Miao Autonomous County of Kunming City,Yunnan Province,located in the alpine valley of Jinsha River in the upper reaches of the Yangtze River in western China as the research object.From a micro perspective,it is demonstrated how poor households play a major role in industrial poverty alleviation through land circulation.It focuses on the important role of land circulation in industrial poverty alleviation,and makes land circulation an important means of innovation and poverty alleviation in the poverty alleviation of mountainous industries.Establish and improve the land circulation system for Luquan County in Yunnan Province and even the poverty-stricken counties in the upper reaches of the Yangtze River in China,and provide a basis and theoretical support for a sustainable development path that can promote precise poverty alleviation and development and ensure optimal land utilization.Based on the analysis of the mechanism and operational mechanism of land circulation to promote poverty alleviation in the industry,this paper combines field research methods with theoretical analysis,empirical research,qualitative analysis and quantitative analysis,focusing on summarizing and analyzing the organization and operation mechanism,basic practices,and main results of the poverty alleviation model of the land circulation promoting industry in typical project areas of the Luquan County,empirical analysis and research on the innovative model of land circulation to promote industrial poverty alleviation in the typical land circulation project area of Luquan County,analyzed the successful experience of the model,as well as the promotion of the value of innovation,and according to the problems existing in the land circulation booster industry model for poverty alleviation,This paper puts forward some countermeasures and Suggestions for the implementation ofland circulation based on industrial poverty alleviation,and provides basic support and useful reference for Luquan County and even the poverty-stricken counties in the upper reaches of the Yangtze River in China to carry out land circulation according to local conditions to promote industrial poverty alleviation.I.Land circulation to promote accurate poverty alleviation in the industry is an effective way to promote poverty alleviation “hematopoietic” poverty alleviation in China.This paper derives income changes from poor land circulation patterns,changes in employment opportunities for poor households,and changes in production skills of poor households.That is to say,the micro-angle study of the impact of land circulation on the poverty alleviation of the industry,through the construction of a binary probit model,analysis of the regression results to conclude:The typical project area of Luquan County can effectively improve the net income of poverty-stricken households in 2018,the employment opportunities of poor households and the production skills of poor households through land circulation,and the effect of promoting industrial poverty alleviation is remarkable.II.Luquan County land circulation to promote industrial poverty alleviation innovation explored a unique set of practices.First,relying on the transfer of land,giving play to the main role of poor households,and promoting the diversification of farmers' income-increasing channels;Second,lead the leading enterprises,increase the training of farmers,and promote the endogenous motivation of poor households;The third is to focus on the income generation of farmers,to avoid the risk of planting farmers,and to innovate new channels for cooperation and planting;Fourth,relying on the advantages of regional resources,the land value will be exerted and the scale development of characteristic industries will be realized.III.Luquan County's land circulation to promote industrial poverty alleviation presents obvious characteristics and innovations.First,give play to the main role of poor households in land circulation,so that the industry can help the poor to get to the poor;Second,relying on land circulation to support the development of regional pillar industries in poverty-stricken areas;Third,technical training will enhance the endogenous motivation of poor households and achieve “hematopoietic” povertyalleviation;Fourth,attach importance to the sustainable development of poverty alleviation industries;The fifth is to introduce leading enterprises and play a role in demonstration.IV.Luquan County's land circulation and boosting industry poverty alleviation model has achieved relatively successful experience and is worth learning.First,attach importance to the choice of leading enterprises;Second,scientifically choose the direction of industrial development;The third is to rationally set rent standards;The fourth is to seriously strengthen publicity and guidance;The fifth is to jointly safeguard the rights and interests of all parties and form a mutually beneficial and win-win situation.V.This model has certain promotion value in similar poverty-stricken counties.First,the county level co-ordination,steadily promote land circulation and optimize the industrial development environment;The second is to establish a coordinated operation mode of land circulation and industrial development;The third is to pay attention to the innovation of poverty reduction mechanisms and improve the long-term mechanism for regulating and managing land circulation.
