With China's econmic development entering a new normal,the reform of state-owned enterprises and electric power system have been comprehensively and thoroughly promoted,which has a far-reaching impact on the management mode,organizational structure,and employment strategy of power supply companies.With the expanding scale of the power grid,the increasing number of new businesses and demand for customer services,the contradiction between supply and requests of personnel are more prominent.To maintain high-grade operating efficiency and development momentum,power supply companies oblige to concentrate on the development and management of human resources within the company and effectively enhance their core-competitiveness.Among them,the most basic county-level power supply companies have been playing an extremely important role.In recent years,through the construction of "Three Intensifications and Five Systems(????)"system,the establishment and perfection of jobs and functions of those county-level power supply companies has been achieved.The classification of functions of various departments has become progressively detailed,and the responsibilities of first-line managers have become increasingly critical.As the mainstay of the company's operation,first-line managers not only need to maintain good communications with all kinds of personnel while taking care of their own works,but also acting as a model.Under such circumstances,investigating the logical way to select excellent first-line managers for enterprises,foster potential cadres and match them into best positions,make the best use of their skills and personality,has become an urgent problem to be solved in human resources management of county-level power supply companies.The construction of the competency model of first-line managers in ZP Power Supply Company is based on the summary of relevant research studies on competency and competency model in China and other countries.Starting from the significant role of first-line managers in company management,the competency of a first-line manager is collected by the research analysis,the interview of behavioral events and the questionnaire survey through the analysis of management status and job responsibilities.The decision was evaluated through quantitative analysis of statistical methods.combined with model validation.The competency model of first-line managers in ZP Power Supply Company consists of three dimensions and 12 competency factors,including Position Competency(specialization,computer operation),Differential Competency(communication,coordination,execution,learning development,self-discipline,language expression)and Development Competency(interpersonal communication,integrity,self-confidence,leadership,responsibility).The competency model of first-line managers in ZP Power Supply Company can accurately reflect the competency requirements of first-line managers in the company to achieve excellent performance and enrich the schemes and methods of the company in the field of human resources management,such as recruitment,training,and career planning.Employment results are more predictable,excellent employees are selected from the source to enter management positions.In the aspect of staff training,it has the important significance of renewing training plans,establishing training field and enriching training content,to help them achieve better performance.In the aspect of career planning,it helps ordinary employees to choose their career paths and helps first-line management to promote into a higher level.It also helps the company to train reserve cadres and achieve a solution where everyone benefits between the company and employees.The research on the competency of first-line managers in ZP Power Supply Company fills in the blank of the research on the competency of first-line managers in county-level.It provides a mothed for optimizing human resource management in ZP Power Supply Company,and also provides ideas for the company to study the competency of managers from the aspects of methods,processes,validation and application.
