The structural reform of supply-side demands the faster strategic transformation of our domestic grid companies,Lean Management is an effective way in realizing enterprise strategy,it can further improve enterprise resource usage,enlarge differentiation advantage,decrease operation cost and improve enterprise core competitiveness.Business leaders certainly play a key role,leadership is not for the faint-hearted,it takes courage,perseverance,creativity,and flexibility,not to mention Managing Change and a solid foundation of control skills.Especially middle-ranking cadres,as an important part of the contingent of cadres,play a decisive role to further deepen the reform in the state grid enterprises because of spatiality,importance and the criticality of their roles and functions.They ought to have been the salt of the earth,or at least the glue that holds the company together.It is an important way that building competency model of middle-ranking cadre and applying it to all aspects of human resource management,such as selecting and promoting outstanding middle-ranking cadres.The competency model will push the transition and update of domestic grid enterprises.Over these years the perspective of human resource management has become increasingly narrow,focus more and more on remedial and punitive action,less and less about the prevention beforehand.While the significance of the competency model in this thesis is to aim more at prevention in advance than ascertaining responsibility afterwards.The competency model is established on the basis of analysis of literature review,interview and questionnaire survey,combining the current situation and existing problems of the middle-ranking cadres in power supply bureau A,for instance,incompetent,recidivism and be complained.It will be critical in determining success of sustainable development of power supply bureau A.Based on the analysis of developmental experience and shortcoming of this study,the author brings forward its developmental orientation.The paper includes a total of six major parts.The first part of the article introduces the topic selection background,research significance,research methods and research content,etc.It addresses the current wasteful phenomenon of power grid companies and puts forward the necessity of lean management;The second part is literature review,defining the concepts of“competency” and “Competency Model”,review the previous research results on “Management Capability” and “Competency”,and points out the deficiency of the general model of competency in lean management;the third part is the competency model of the middle management of Power Supply Bureau A,first analyzes the characteristics of power supply Bureau A and its basic requirements for middle-ranking cadre,then revises its deficiencies by referring to the general competence model proposed in previous studies,finally establishes the competency model and the proportion of each index by combining the problems faced by power supply bureau A,especially takes new factors into consideration such as auditing,legal risk prevention and complaints etc.;the fourth part assesses the competency model of middle-ranking cadre of power supply bureau A through questionnaire,revises the feasibility of previous model indicators to make it more suitable for the need of lean management;the fifth part is the application of competency models for middle-ranking cadres in power supply bureau A,including the talents management system,selection system,and training system based on competency model under lean management,and it also points out the difficulties that may be encountered in the application;the sixth part summarizes the major research work,draws conclusions,points out the direction of further research and development.
