Research In Wenzhou Ouhai’s Illegal Construction

The process of urbanization has been speeding up since China’s reforming and opening policy.The demand of land and urban population are increasing rapidly although the planning construction and the level of city management still remain relatively undeveloped.Due to the pursuit of potential profit,the illegal construction spreads quickly.Although local government has been made efforts to demolish those constructions,it doesn’t achieve a significant breakthrough.They have become the restriction and obstacle of city development.Research on the problems and solution of illegal construction treatment could provide a reference for city planning and development and policy proposal of its management for local government.Therefore,this research has a great value in theory and practical significance.This paper restores the process of development of illegal construction based on its current status,cause and control methods,makes a summary of past experience and lessons,analyze existing problems and explore effective way to city planning and illegal construction management in Ouhai district.This paper insists the mode of research combined with practice and current situation analysis combined with development research and tries hard to achieve a well-grounded argument with easy understanding language to achieve Tri-Win situation of society,collective and individual.The point of this research is that it could reduce public resource waste to some extent and keep social harmony an d stability in Ouhai district.This paper includes six chapters.The first chapter has a basic introduction of the research background,significance of study and public management theory.The second chapter defines the concept of illegal construction and analysis on basic theory.The third chapter introduces the current situation of illegal construction in Ouhai district,including the analysis of cause,hazard situation.The fourth chapter introduce smain management methods and existing problems.The fivth chapter introduce experience and current status of illegal construction at home and abroad.The sixth chapter enhances the solution of illegal construction in Ouhai district.The seventh chapter has a conclusion of this paper and makes a vision of future development.As an inevitable part of urbanization,the cause of illegal construction is complex and has many forms.In order to solve this hard mission,local government needs to respect history,insist on a method of seeking truth from facts and adhering to human-oriented and adopt policy to establish a management system with clarifying responsibilities.With legal and reasonable administration and careful handling of economic benefits among nation,collective and individual,and make further step to decrease social conflicts,then this social problem-illegal construction will come to an end.
