Study On The Government's Role In The Transformation And Upgrading Of The Agricultural Market In Ouhai District Of Wenzhou City

As Humanity's most fundamental relationship is with what we eat, we can't live without the agricultural market, which can provide the daily necessities such as:firewood, rice, grease, salt, soy sauce, vinegar and tea. Agricultural market is the main channel of the sale of agricultural and sideline products, which is also an important place that people communicate with each other. With the prosperity of economic society and the improvement of people's consumption level, the requirement for the sanitary environment and food security of agricultural market is much higher than before. As a consequence, the upgrading of agricultural market is not only matters the image and competitiveness of a city, but also matters the whole situation of growth of farmers'income and rural development. There exist a great theoretical and practical significance to study on the government's role in the transformation and upgrading of the agricultural market.This paper initially introduce the background and the significance of thesis topic, using comparative survey method to have a literature review, summarizing the new findings and improvements of the domestic and abroad study on the transformation and upgrading of agricultural market. And also introduce the objectives, content, researching methods and technical routes of this paper. In the next part, this paper conceptualized the definition of agricultural market and the transformation and upgrading of it. Furthermore, introduce the Public Goods Theory and the Stakeholders Theory and their application in the transformation and upgrading of agricultural market. This paper illustrated Ouhai District of Wenzhou as an example, gaining the background and the achievements of the transformation and upgrading of agricultural market through field investigation. Then, explaining the level of economic and social development of Ouhai District, the policy requirements of Wenzhou City and Zhejiang Province, and the problems that existed before the transformation and upgrading of agricultural market. Finally, summarizing the achievements and the government's role in the transformation and upgrading of agricultural market. According to the research, this paper indicates the issues such as:the ambiguity of property right, irrational urban planning, the absence of long-term supervision, severe situation of security during the transformation and upgrading of agricultural market. Analyzing the causes of those issues based on the Public Goods Theory and the Stakeholders Theory. The findings are as follows:the deviation of government policy, the backward market planning, the illogical administrative system, the lack of supporting resources elements are the main reasons of those issues. In the following part, this paper analyzed the domestic and abroad examples of transformation and upgrading of agricultural market through the case analysis method. Then, gaining the references and experiences from four aspects:the mode of operation and management, the mode of government supervision, the integration of industry chain, the overall exploitation of agricultural market and its surroundings. Finally, the paper provides suggestions and strategies of the optimization of government's role in the transformation and upgrading of agricultural market:transforming policies to make the definition of agricultural market clear; making scientific urban planning to guide the overall arrangement of agricultural market; building an innovative and efficient administrative system of agricultural market; Crating a multi-dimensional security system of government.
