Drug safety is a major problem of the people's livelihood, the CPC central committee and the state council attaches great importance to, the people concerned about. But in recent years, the reform of the drug regulatory agency changing, first-line drug safety supervision work is always affected and restricted by various subjective and objective factors, there will be all kinds of problems and facing new difficulties and challenges. in our country, county(district) as the most grass-roots level of drug regulatory department of the administrative department, is responsible for the jurisdiction of the drug safety daily regulation and illegal case investigation work, closely related to the broad masses of the people's safe medication, first-line drug safety supervision work is good or bad, is a matter of public safety and social harmony and stability. As a result, the drug safety supervision at the grass-roots level is the core, the problems cannot be ignored. How to strengthen the drug safety supervision at the grass-roots level is extremely important.This paper takes the Ouhai district of Wenzhou in Zhejiang province of drug safety monitoring is the research object, first put forward the background and significance of topic selection, to the current research status at home and abroad to do a detailed overview of it. For drug, the supervision, and defining the relevant concepts of grassroots drug regulation, is introduced in this paper, using the related theory of public governance, government regulation theory and the theory of risk control for the whole paper build a theoretical foundation.Then mainly introduced the research object, the development of the pressure-state-response model drug safety supervision department, the current existing problems, and supervision power is weak, and drug safety supervision marginalized, lack of professional supervision, and under the market supervision system are listed drugs production, circulation and use of various fields such as the status quo. Through in-depth analysis, points out that the cause of the problem, the influence of institutional reform, governance division is not clear, the regulatory responsibilities is too big,insufficient penalties, in compete credit system, staff quality low and so on factors affecting the current state of drug safety regulation, by introducing the Heze city of Shandong province, Shenzhen Yiyuan county, Zibo city, Pingshan county, Yibin city domestic urban mode of drug safety, to study and draw lessons from advanced experience of drug safety regulation in these areas, then combines the actual conditions of the region, put forward the proposed the countermeasures to solve the problem:we should improve the regulatory system mechanism, improve the regulation ability; perfect laws and regulations, strengthen the basic-level government responsibility; innovative means of regulation, improve the efficiency of supervision; improve the quality of enterprise management ability; integration of drug safety regulation power, etc, to strengthen and improve the drug safety supervision.
