| Rural roads construction is an important measure the party and state take to improve rural infrastructure and promote the coordinating development of urban and rural areas.General Secretary, Xi Jinping put emphasis on “building, managing, protecting and operating” the rural highways when carrying out rural research work in 2015. Adopting the literature research method and the on-the-spot investigating method, and following the logical sequence of research from the general to the specific, this study conducts extensive investigations of the rural highways of Ouhai District of Wenzhou city. Moreover, several statistical softwares such as Excel and spss19.0 are used to ensure more scientific analysis of the relationship between the basic situation of the rural roads of Ouhai District and its economic development. It turns out that the development trend of the rural roads in Ouhai District is good as a whole, which makes great contribution to its economic and social progress. However, there are still some problems. For instance, many roads are in poor condition. Meanwhile, other problems such as the backward construction management system, the lack of construction fund, the shortage of efficient management, the ambiguity of the responsibility of the managers and the delay of maintaining measures still exists.Based on the above problems, this research starts from the current situation of the rural roads construction of Ouhai District, Wenzhou City, focusing on the analysis of the deficiency of its highway construction and its economic and social value and aiming to find the restriction factors and uncover its potential. Among it, suggestions on the improvement of the highway construction management system, the enhancement of the financial supporting system, the expansion of the financial channels and the clarity of the responsibility of the managers are put forward, attempting to play a role in the rural roads construction of Ouhai District, Wenzhou City. |
