With the rapid development of China's economy,the enterprises,especially the commercial banks,are in face of higher risks.In recent years,the crisis generated from a lot of commercial banks has brought serious losses and extremely malign effects to banks and customer enterprises.As a result,operational risk management should be emphasized by the commercial banks,and it is significant to adopt more perfect operational risk management measures macroscopically and microscopically,meanwhile,the commercial banks will always insist on the tenet of stable development,placing more emphasis on risk prevention and control.Operational risk of counter in commercial banks is an objective existence.Many commercial bank cases at home and abroad in recent years have originated from the operational risk of counter.Therefore,how to prevent the operational risk of counter in commercial banks and complete its beforehand precautions,in-process controls and afterward supervisions has become a focused issue.This paper takes Jinan Branch of M Bank as an example to study the prevention and control of operational risk of counter.The paper aims to find out the problems in risk management,propose corresponding measures of prevention and control,and further draw up a set of suitable prevention and control system for operational risk of counter through the analysis of the current situation of risk of the Branch.At the same time,the paper will provide practical reference to comprehensively strengthen the prevention and control of operational risk of counter.In the writing process of this paper,literature analysis method,normative research method and case analysis method are mainly adopted.In the whole research process of this paper,some theories and viewpoints related to the content of the paper have been read,studied,found,collected,and summarized.This paper first analyzes the theory and concept of operational risk of counter in commercial banks,with emphasis on the operational risk of commercial banks and the operational risk in their counter business.Then,the paper analyzes the management status of counter operation risk in Jinan Branch of M Bank,and draws the following five related problems in the operational risk management of the counters in the Branch.First,there are differences between the business process and the risk management system.Second,there are problems in the process control during its execution.Third,there is a lack of system's early warning capability and risk control.Fourth,human resource management is not compatible with business development.Fifth,there is a contradiction between risk control and business development.As for the problems of Jinan Branch of M Bank,the countermeasures for improving the risk control of counter operation are as following aspects.The first is to improve the risk management capability of counter operation,perfect the existing counter management system,strengthen the verification control of the cabinet,implement the internal supervision and information sharing mechanisms,and consummate the risk control of related business system and normative control in the Branch.The second is to improve the operational mechanism of operational risk management and control of counter,and strengthen the control of the counter process,the counter verification and the counter position.The third is to enhance the supervision and inspection of operational risk of counter,effectively improve the verification of risk early warning information,perfect the management of counter risk early warning,determine the time limit of early warning report,and reinforce afterwards supervision,business inspection,and quality inspections.The fourth is to optimize the personnel structure and improve the quality of personnel,strengthen the reserves of backup operations monitoring posts,and develop a reasonable personnel development plan.The fifth is to create a culture of internal control of counter operation risk,strengthen the construction of internal control culture of counter operation risk,construct a cultural atmosphere of compliance,and establish the principle that "everyone is responsible for compliance,and compliance creates values".
