Domestic and foreign commercial bank operational risk cases have being taken place frequently since1990s. Researches show that the high operational risk faced by commercial banks is to a large extent from the counter-service. This kind of operational risk is called counter operational risk. The operational risk in counter-service causes healthy development of commercial bank counter service a lot of trouble. How to effectively prevent and control counter-service operational risk becomes commercial bank’s outstanding problem to be solved urgently. F Commercial Bank is a listed stock commercial bank developing from a city commercial bank and is developing rapidly in recent years. Both its scale and benefits increase by a large margin. F bank has done a lot of work on strengthening the internal control management and preventing risks, and made some achievements. However, F bank is a start-up bank with rough operating management and there are many pitfalls in counter-service operational risk management. Therefore, researches on F bank counter operational risk management and relative measures have important realistic meaning.This article starts with the definitions, features and manifestation of operational risk and counter operational risk. Then as for the status and problems mentioned above, the article points out the progress F bank has made and the disadvantages existing in the management. Next, the article made a study on the formation mechanism of operational risk in counter business and the identification and assessment of counter business operational risk, and advances some opinions. Then this article conducts a study on the experience of domestic and foreign commercial bank operational risk management. Finally, the author points out construction approaches of F bank counter operational risk management system from five levels, and proposes specific measures on how to prevent counter-service operational risk from object-prevention, technology-prevention and human-prevention. These measures concentrating the author’s over10years’ working experience are operable and should make use for reference in F bank counter operational risk management.Innovation of the article is highlighting the human factor in counter operational risk management. Either the analysis of the subject factor-human factor of F bank counter operational risk or the human-prevention strategy of counter operational risk prevention shows the author’s understanding of the essence of counter-service operational risk management. The shortcoming of this article is that the data obtained cannot fully meet the in-depth study on the subject because of the author’s limited ability of collecting the information. Besides,some views need to be verified in practice.
