| This paper takes YL Local Taxation Bureau for research,reviewing and summing up at home and abroad research on the performance of government agencies,and then we assess the disadvantages and deficiencies of YL Local Taxation Bureau’s existing performance evaluation system,use the Balanced Scorecard,which is a strategic management tool coming from the commercial areas,to improve the performance evaluation process,the establishment of a new set of conclusions based on the Balanced Scorecard performance measurement system,and use the AHP to determine the structure and weights between the performance evaluation indicators,research on improving YL Local Taxation Bureau performance measurement system plays an important role and can effectively promote the upgrading of the level of performance of YL Local Taxation Bureau.Specifically,the main work of this paper are as follows:1)systematically analysis and summary of research on the performance evaluation of government agencies at home and abroad,found a research gap of previous studies,and then in this study,theories and methods are improved and perfected,thus enriching the performance evaluation of government agencies(especially China’s government agencies related study of the performance evaluation);2)In this study,combined with China’s national conditions,we creatively introduce the Balanced Scorecard to assess the performance of government agencies,establish a new performance evaluation system for the YL Local Taxation Bureau.We divided the Balanced Scorecard’s into four dimensions(financial,taxpayer,internal processes,learning and growth),full use of the unique advantages of the Balanced Scorecard(to help the organization achieve strategic objectives)to promote the improvement of the existing performance evaluation system;3)Using the AHP to determine the weight between the YL Local Taxation Bureau performance Evaluation System-level indicators,as well as the same level indicators under two level indicators between the weight by weight to determine the focus of the YL performance Evaluation of Local Taxation Bureau,pointed out the direction for the improvement of the existing performance appraisal system;4)According to the actual situation of the YL Local Taxation Bureau,combined with the new performance evaluation system,we proposed measures to improve the performance level of the YL Local Taxation Bureau,and pointed out that the future performance assessment process should focus on some important problem.Our study is an exploratory attempt to study the performance evaluation reform in the institutions of government agency,the research conclusion has certain theoretical and practical significance. |
