PPP Project Performance Evaluation Based On Balanced Scorecard

2017 was a year in which PPP were deepened rationality and regulation.The Party Central Committee and the State Council required that the risk of prevention and resolution should be placed in a prominent position,and the market should be truly standardized and orderly.The Ministry of Finance,in order to standardize the operation of PPP projects and promote the return of PPP projects to the original intention of the innovative public service supply mechanism,issued the "Notice on Regulating the Management of Government and Social Capital Cooperation(PPP)Integrated Information Platform Project Library",proposed to manage the PPP project library in a variety of ways,such as took classification management,unified warehousing standards,and centralized cleanup of incoming and outgoing items.The establishment of a reasonable and standardized performance evaluation standard for PPP projects will help the project company make adjustments in a timely manner,ensure the orderly development of PPP projects,and provide a reliable basis for fiscal payments to ensure efficient and reasonable financial expenditures.Based on the theory of performance management and stakeholder theory,I start from the essential feature of the PPP mode,use the balanced scorecard theory and methods,from the financial level,process control level,stakeholders and sustainable level of constructing performance evaluation system of the PPP projects,with the aid of analytic hierarchy process(ahp)to determine weights,establish the model of fuzzy comprehensive evaluation method combined with the analysis of actual case project performance evaluation and give related Suggestions.The research results have certain reference value for improving the performance evaluation of PPP project and improving the efficiency and effect of PPP project.
