| Strengthening infrastructure construction and public services is an important guarantee for China’s economic development,improvement of people’s living standards and social stability.The government is the main provider of public goods and services,but with the rapid development of the economy,relying solely on government departments to provide infrastructure and public services can no longer meet the needs of the people.The Third Plenary Session of the 18th CPC Central Committee proposed "allowing social capital to participate in urban infrastructure investment and operation through franchising and other means",and the PPP model(Public Private Partnership)is more and more widely concerned and application.In order to standardize the operation of the project,achieve reasonable payment,improve project efficiency and efficiency,it is necessary to establish a sound performance evaluation system to standardize the performance management of PPP projects.Based on this background,this paper takes the performance evaluation of PPP project as the research object,and attempts to introduce the balanced scorecard method into the performance evaluation of PPP project.The purpose is to establish a performance evaluation system for PPP projects based on balanced scorecards,and provide more scientific management tools for PPP project evaluation.Through the combing of domestic and foreign literatures,it is concluded that there is no mature PPP project performance evaluation method in China,and the existing methods can not fully reflect the characteristics of PPP projects.Based on the current status quo and related theories,the feasibility and applicability of applying the balanced scorecard to the performance evaluation of PPP projects are demonstrated from two aspects:the superiority of the balanced scorecard method and the characteristics of PPP project performance evaluation.According to the basic framework of the Balanced Scorecard,the strategic objectives and evaluation dimensions were revised.The performance evaluation index system that fits the characteristics of PPP projects was reconstructed from the financial dimension,stakeholder dimension,process control dimension and sustainable development dimension.Finally,the evaluation system was applied to the centralized heating PPP project in Weichang County。Combined with the analytic hierarchy process and the fuzzy comprehensive evaluation method,the evaluation results were obtained,which verified the scientificity and operability of the constructed performance evaluation system in practice. |
