With the continuous deepening of the opening of Chinese financial market and thereform of the financial system, domestic commercial banks are facing more and more fiercecompetition. In the increasingly severe external situation, management difficulties thatcommercial banks are facing also gradually increase. Among them, how to motivateemployees? How to motivate employees to achieve organizational performance?Theseproblems are becoming the focus which commercial banks concern. For the BOC DALIANS SUB-BR, in addition to facing the problem of external, internal performance evaluationsystem also has the following problems: focus on financial index effect, ignore on nonfinancial evaluation; focus on operation ability, ignore on innovation ability. Therefore, a setof scientific, perfect performance evaluation system needs be established, which can not onlyfully mobilize grassroots branch staff’s enthusiasm and the potential, can achieve theorganizational objective, guarantee for the comprehensive development of BOC DALIAN SSUB-BR.The study makes a detailed analysis about the current performance appraisal system ofBOC DALIAN S SUB-BR, explores the shortcomings of the original performance appraisalsystem, and analysis its reason, further explores the necessity and feasibility of introducingbalanced scorecard. Finally, on the basis of a lot of Chinese and foreign documents and thecase of performance evaluation, combined with the development characteristics and strategictarget of BOC DALIAN S SUB-BR, we use the Balanced Scorecard to construct theperformance evaluation index system, using AHP to determine the weight of each index,expound the performance evaluation index system of BOC DALIAN S SUB-BR. Finally, wemake use of the performance evaluation index system to evaluate the performance of BOCDALIAN S SUB-BR in2012, get the results of performance appraisal, and raise forwardspecific measures to protect for the implementation of the performance evaluation indexsystem, in order to promote the performance management level of BOC DALIAN SSUB-BR.
