The Enlightenment Of Korea's Saemaul Undong To The New Rural Construction In Heyuan City

South Korea's Saemaul Undong for more than 30 years of historical development process,at all levels of government advocacy and support,the implementation of a series of construction projects and achieved remarkable results,only 30 years time to finish the Western developed countries hundred Year of agricultural development,has made a lot of successful experience for the modernization of rural areas in South Korea has made tremendous contributions to the United Nations organization has been affirmed by the attention of developing countries.China as a world agricultural country,many years of development has accumulated a lot of grass-roots rural and agricultural experience,but still lack of in-depth study of foreign rural development experience.Some developed countries in Europe and America have many successful experiences,but because of historical and cultural and social system differences,experience is actually difficult to learn from.And Korea with a strip of water in China,in the cultural customs and social and cultural as pects are very similar,combined with South Korea's Saemaul Undong is internationally recognized as a successful example,and thus more reference to our country.Taking Heyuan city,Guangdong province as an example,guided by the marxist dialectical materialism,theory with practice,mainly adopts literature research,qualitative analysis and comparative analysis and other research methods,draw lessons from the Saemaul Undong in the rural construction experience,Heyuan city,as to promote the new rural construction is an important way of thinking.This paper discusses the background and main contents of the Saemaul Undong,studied and analyzed the basic experience of Saemaul Undong,including the government's leading role,to adapt to the social andeconomic development law,arouse the enthusiasm of the construction of the farmers and the countryside education training system.To Heyuan city,at the same time introduces the new rural construction situation,compare it with the Saemaul Undong.it is concluded that both similarities and differences,and find out the current main problems in the process of new rural construction.These problems include: the low degree of farmers' participation in the new rural construction;Rural and urban development imbalance,there is a big gap.Rural industry level is low,the structure is unreasonable;Rural construction development lack of environmental protection concept,influence the sustainable development of social economy;Increasing farmers' income and farmers' quality promotion is difficult.Based on the experience of the Saemaul Undong,together with the present situation of Heyuan city's new countryside,in view of the current problems existing in Heyuan city,the new rural construction,put forward the Saemaul Undong in Heyuan city,the new rural construction experience,including five aspects: First,it is to fully arouse the enthusiasm of farmers and pioneering spirit,guarantee the farmer main body status;Secondly,it is to be balanced,break through the institutional barriers between urban and rural areas;Thirdly,it is to build up the compound system of the agricultural industry;Fourth,it is to attach great importance to the protection of environment and ensure that the rural ecological security,efforts to build the rural Amenity;Fifth,it is to strengthen rural education through various channels,improve farmers' overall quality.
