Investigation And Analysis On Poverty Alleviation From “double” Mode Work In Nanlang Town

In the past 30 years of reform and opening up,the overall economic development in Guangdong had achieved great leap forward,but the gap between urban and rural economic development had been widening,and there had been a marked disharmony between urban and rural areas.Since 2010,Guangdong province formally in various poverty-stricken areas officially promoted the "planning to households,the responsibility to the people" poverty alleviation project,referred to as the "double" mode of poverty alleviation.The main measures adopted to increase the investment in industry,to develop scientifically industrial chain,to transfer labor,to provide self-sustaining job,to construct the rural social security system and other measures,so as to enhance the ability of self-development in poor areas.After years of hard work,these measures had been a great success.The paper used literature research method,interview method,fieldwork research method,empirical research methods to investigate the status quo of poverty-countryside and the reason of poverty in Guzhu Town,Zijin County,Guangdong Province,including the status quo of poverty-countryside,as well as the overall type,community type and family type poverty.The paper analyzed the restrictive factors which impeded the implementation of "double" mode poverty alleviation work in Nanlang Town:(1)Little poverty alleviation funds,(2)Low quality of the target of assistance,(3)Lack of understanding the helping work from Party members and cadres,(4)The index of job evaluation was unscientific and the core goal was weakened,(5)There had deviations in poverty reduction goals at all levels and pay more attention to form than to effectiveness;(6)Extensive management of poverty alleviation projects lack of scientific evaluation.Summed up the "double" mode working experience of poverty alleviation work from Lang Nan town to Gu Zhu town as follows:(1)Conducted the work assessment of "planning to household responsibilities to the people" in poverty alleviation and development,(2)To implement the help household funds of the "one household one method" and the help village funds of the "one village one policy",(3)Through the industrialized operation mode of "company + cooperative + base area + farmer",cultivated and developed the leading industries,identified long-term helping projects and achieved stable poverty alleviation.Proposed measures to further improve the effectiveness of "double" mode work on poverty alleviation:(1)Further promote industrial poverty alleviation and enhance the effectiveness of poverty alleviation and development,(2)Increase efforts to promote infrastructure construction in impoverished areas,(3)To mobilize the role of village cadres in poverty alleviation work and play their work initiative,(4)Identify poverty alleviation goals,optimize the industrial structure in poor areas and increase the economic incomes of poor households,(5)Establish incentive mechanism to promote the employment of poor people and guide the flow of poor people,(6)Implementing responsibilities,strengthening management,and improving the poverty alleviation assessment mechanism.
