The Research Of Targeted Poverty Alleviation In The Villages In Huainan Town,Yongan City,Fujian Province

Being as a grassroot unit,town and township government plays an important role in targeted poverty alleviation in rural area,whose role positioning and accurate strategy will directly affect the final achievements made by targeted poverty alleviation.By the long-term survey on the targeted poverty alleviation in the villages in Huainan Town,Yongan City,Fujian Province,by combining human capital theory and theories about participatory poverty reduction,it was found that targeted poverty alleviation encountered some problems,including poverty alleviation policy and projects are not well put into implementation,the targeted farmers do not fully involved,the methods of targeted poverty alleviation are too simple,funds for targeted poverty alleviation are not sufficient,the funds are not rationally distributed and identifying poor households is not accurate.Main reasons resulted in the aforementioned problems include:the understanding on targeted poverty alleviation is not deep enough,farmers do not have a strong sense of overcoming poverty,farmers do not well participate into targeted poverty alleviation because of self-interest,overall participatory poverty alleviation mechanism has not been formed,fund-rnsing channel is too simple and technical measures to identification of targeted poverty alleviation are not fully available.On the basis of the problems,this paper systematically analyzes the problems suffered by targeted poverty alleviation in Huainan Town,as well as the reasons there from.Then based on the analysis,feasible strategies and countermeasures to complete the targeted poverty alleviation done by town and township government are put forward.For the guarantee on executing the targeted poverty alleviation policies and projects,it is mandatory to strengthen the planning and internal management;improve the participation of the farmers;meanwhile,promotion shall be strengthened and the leading work shall be strengthened as well.Targets shall be clearly defined while tasks of targeted poverty alleviation shall be well implemented,try to get the poverty alleviation progressed in a good order;for measures of poverty alleviation,basic work related to targeted poverty alleviation shall be consolidated,social insurance for the poor shall be optimized;input mechanism of targeted poverty alleviation funds shall be optimized,supporting fund systems shall be completed,guarantee system shall be established;For the measures of targeted poverty alleviation,accurate identification is required to make sure that the poverty alleviation is targeted to the household and a certain person,special poor community shall be helped,with a certain household and a certain person positioned,differential poverty alleviation shall be carried out.The deep study covered in this paper is mainly to make sure that the targeted poverty alleviation in Huainan Town can be progressed in a good order,which can also provide references for the targeted poverty alleviation performed in other regions in China.
