With the development of China’s market economy and the continuous deepening of the military-civilian integration reform,as one of the main bodies of technological innovation,the Institute of Military Research is facing the test of the times.The development of enterprises is the first choice for the development of military research institutes.Military research institutes not only bear the task of national defense scientific research,but also the development of civilian products,and the case of heavy tasks pervades.Under the guidance of the overall development plan of the Institute and the National Strategy,it is an urgent issue to be solved how to make use of the project portfolio management approach to scientifically implement the selection and refinement of projects and continuously improve the core competitiveness of the Institute of Military Research.Enterprises with a number of projects in parallel,different projects share and compete in resources such as capital,equipment and manpower.Multi-project resource allocation issues have become the key problem for the project managers to solve and will have a far-reaching impact on the success of the project.First of all,this paper discusses the purpose and significance of the research under the background of the time,and it describes the related theories and concepts over the world.Secondly,it discusses the matrix management theory and the characteristics of the project management.At the same time,I try to find some multi-project managing problems among the matrix management mode of R institute.Through analyzing the reasons、problems and impact existing in the management of multi-project under the matrix management mode,we can find the root of the problems.Thirdly,this paper optimizes the project management mode under the matrix management and elaborates the specific matrix management mechanism.What’s involved mainly include resource、professional skill and process.Finally,this paper puts forward the related safeguard measures for the actual management status. |
