From the production and development of project management theory, it has become one of the important theories of business management, and it is widely applied to various industries. At the same time with the development of business, the number of projects managed by enterprise is increasing; the project management of companies has evolved from a single project to multiple projects. In the multi-project management, management and coordination of many projects are the problems of multi-project management, coupled with the actual restrictions of the limited resources, how to reasonably arrange multi-project resources allocation in the enterprise business process, how to reasonably arrange the order of project execution in order to achieve the dual optimization that balanced allocation of resources and multi-project schedule arrangement in the case of resource constraints; these are the objectives and difficulties of multi-project resource allocation management.According to other scholars researches of muhi-project resource allocation management, this paper's main idea of multi-project resource allocation management is to build a systematic and comprehensive solution and solving process form the organizational structure and mathematical methods perspectives.Firstly, the development that from the single project management to multi-project management develops a organizational form of the PMO. In the organizational structure research of muki-proect resource allocation manangement, based on the role and value played by PMO on the project management this paper proposes a new organizational structure design method, which does not change the original enterprise organizational framework, introduces different levels of PMO to the original organizational framework to form a new organizational structure of multi-project enterprise based on the PMO.Next, the paper uses DSM model to solve the multi-project resource allocation management issue, using the project internal resource constraints and external resource constraints as the information to construct DSM which contains the resource constraints. And then, unsing DSM optimization algorithms to get the final optimized multi-project schedule sequence, and to determine multi-project schedules and achieve the balanced resource allocation under the case of resource constraints. During the process, the paper determines the index weights through the utilization of AHP and Entropy methods and calculates multi-project activity priority with TOPS IS method to reflect the multi-project resource constraints between activities (i.e. project external resource constraints). Finally, a calculation example verifies the feasibility of using DSM to solve multi-project resource allocation management issue.
