Research On The Problems Of Rural Food Safety Supervision And The Ways To Improve It

As the saying goes,”safety food comes first.” Food security is the security of every bite of food,which is significant to social harmony and stability.Food safety incidents exposed in recent years won more and more concern of the society.At the same time,people expect more on food safety administration.Nowadays,we see a regulatory system of the government,industry association,social media and the public linking together in the city,which improves status in quo of cities' food security environment.However,food safety administration in rural area is still bad.There are objective reasons of poor food safety administration in rural area.First of all,country in China is usually vast with poor transportation,and the insufficient monitoring resource is not enough for it.Secondly,people in the country know little about food security and the law.Thirdly,most people in rural area are not rich so they are likely to buy “cheap” goods.Lastly,regulatory power in country side is inefficient.The essay,taking H County as an example,makes an analysis about the problems and causes of food safety administration in rural China with theories like Government Failure and Public Governance and methods of literature research,comparative analysis,etc.At the same time,use the experience of other areas of rural China for reference so that H County could learn from.There are five parts of this essay.Part one: this part is about the background,significance and research status of the essay.Part two: theoretical basis.This part tells some concepts in terms of food safety administration and theoretical basis of the essay.They are the theory of public goods,government failure theory,new public management theory and public governance theory.Part three: make analysis about the research status,existing problems and reasons of food safety administration in rural China with H County as a sample.In this part,there is illustration on the main body and object of rural food safety administration andits institutional framework and legal basis.And find out problems and courses of rural food safety administration from supervisory system,legal basis and human resource aspects.Part four: learn from other counties of their successful experience on rural food safety administration.As suffering on the internet and other documents,I summarize the successful experiences of three counties in the essay.Part five: make summarize and develop some measures of food safety administration of rural China.This part starts from problems and courses mentioned in above parts,giving conclusion on striving direction and development path of rural food safety administration in China,hoping my research could do some good to the establishment of Provincial Food Safety Demonstration County of H County.
