Research On Food Safety Regulation In Farmers' Market

As one of the worldwide topic,food safety is an important issue closely related to people's physical health and life safety,and it is also connected with the countries'well-being,economy,and politics issues.To ensure the health problem of more than 1.3 billion people in China,we must strengthen the monitoring of food safety.Now the country worked out and improved the policies and regulations,such as Food Safety Law of the People's Republic of China,President Xi's policies as the strict implementation of the "four strictest rules" about food safety and Report of the 19th National Congress came out with 'We will initiate a food safety strategy to ensure that people have peace of mind about what they're putting on their plates'.All the strategies above influenced that China's food safety related regulatory authorities have indicated a new direction and a determination to strictly implement food safety regulation responsibilities.The closely related to people's health is the food raw materials and the majority of them are from farmers' markets or wholesale markets.The farmers' market is the main channel from production to sales,so the issues about food safety and agricultural products should be strictly concerned.At present,there are many regulatory issues about food safety in many farmers' markets in China.Most importantly,averaging up food safety and nutrition and health standards is the way to ensure the requirements of food safety and strengthen the internal requirements of food safety regulation.The thesis took the Xiamen farmers' market as the research object,and elaborated the research contents from the following aspects.The first part put forward the research theme of thesis by describing the research background and research significance,and sorted out the domestic and foreign relevant literature and writings to point out the research direction and research ideas.The second part elaborated on the basic concepts and characteristics of the farmer's market,and compared it with other business models to analyze the particularity of the farmer's market,also discoursed the necessity of government regulation through information asymmetry,externality,and public goods theory.The third part mainly analyzed the current situation and existing problems of food safety regulation in Xiamen farmers' market through three steps.Firstly,the thesis reviewed the overall situation of Xiamen farmers' market,the risk factors affecting agricultural food safety,and the measures and results of food safety regulation.Secondly,it pointed out the deficiencies in the food safety regulation of farmers' markets from the existing circumstance,and found several problems of food safety regulation in Xiamen farmers' market includes inadequate implementation of main responsibilities,ineffective regulation,regulatory duplication,regulatory overlapping,incomplete regulatory system,and weak public participation.The fourth part mainly analyzed the reasons for the existing problems.The reasons were analyzed in four aspects as follows,the lack of governmental regulation function of food safety caused by frequent institutional reforms,the weak regulation caused by the unreasonable allocation of regulatory resources,the decentralization of a large number of food production industry situations that have not been completely resolved,the conflict between food safety regulation and economic regulation objectives,and a lack of public participation.The last part proposed specific measures for solutions to clarify the responsibilities of government functions,optimize internal incentives,adjust regulatory objectives,and promote social co-governance.
