Food is a special goods.Food safety have a relationship between our healthy and safety,also relation to government's credibility and social stability. As the improvement of agriculture and supply structural reforms,food supply problem has solved,but need to improve food quality.Explore and establish good food safety system is the most important work for all levels governments.In this paper, the author as a food regulators at the grassroot-institution,to study the Tongliao city food safety status quo, problems and reasons, and puts forward some countermeasures to Tongliao city food safety supervision work,which provide a scientific and reasonable method and thought. Author mainly by visiting Tongliao city, county and township level 3 food regulate-institution, to obtain the basic data in the form of visit food enterprises. combined with domestic and foreign theory of food safety supervision and Liuyang city which belong to Hunan province advanced practice, put forward some supervision countermeasures which conform to the actual situation.In this paper, the introduction section on food safety regulation summarized research background and significance, foreign and domestic research status, research contents and method, innovation and deficiencies; In turn to explain the connotation of food safety,public management related theory illustrates the importance of food safety regulation; Expounds the Tongliao city government food safety supervising actuality; Pointed out the problems of Tongliao city food safety supervision, deeply analyze the reasons; Sums up the advanced experience of Hunan Liuyang city food safety regulatory reference for Tongliao city government; Puts forward how to gradually enhance the level of supervision countermeasures from the system construction, supervision resultant force, regulatory approach, the rule of law publicity, grass-root regulation, inspection ability, science and technology lead,set up the standards and laws.
