Analysis Of The Status Quo Of "Shandong Standard" Construction And Countermeasures

Today,the speed of economic globalization and the modernization of social governance is accelerating.Standardization is the effective way to achieve the best order and the best benefit.Its strategic position is becoming more and more prominent.The demand for standardization is becoming more and more exuberant.Since Shandong province first put forward the " Shandong Standard" in 2013,it has focused on the area of social governance and public services,and has made some achievements in strengthening the formulation and application of the Shandong standard.However,with the continuous development of Standardization,the effective supply of "Shandong Standard" is not enough,the standard level is not high,and the implementation effect is not good.To solve these problems,we must use the theoretical knowledge of public management to make a thorough analysis of the status of "Shandong Standard" construction,replan and construct the construction of "Shandong Standard" on this basis.The paper firstly analyzes the background and significance of the research from the three dimensions of international environment,domestic situation and provincial trend,and briefly reviews the research status at home and abroad from three aspects of theoretical research,benefit research and strategic research.Secondly,This paper analyzes the outstanding problems in the construction of the "Shandong standard",such as insufficient supply,low level and poor results.Find out the main reasons for the problems are the lack of understanding,the unscientific methods,the inadequate support and the imperfect working mechanism.Thirdly,through the investigation and analysis of the standardized construction of Guangdong,Jiangsu and Zhejiang provinces,five lessons can be drawn from the experience;Finally,from the perspective of better playing the role of the Government,the paper reconstructs the construction system of the "Shandong Standard",and puts forward some countermeasures and suggestions to promote the construction of the "Shandong Standard".Through systematic analysis,the paper draws the following six conclusions.Firstly,the connotation of "Shandong Standard" is to promote the development of the real economy and social progress as the goal,to the Shandong province science and technology innovation achievements or social practice experience as the foundation,based in Shandong,the local spread nationwide,aiming at the international advanced principle,an organic whole is established by Shandong province at all levels of the public sector or all kinds of the main body of the market standard.Secondly,the new Shandong Standard system is a standard system which is based on the local standard,the group standard and the enterprise standard as the primary body,the national standard and the industry standard as the baseline baseline,and the international standard as the benchmark.Thirdly,the main direction of the construction of the "Shandong Standard" should focus on the real economy and promote the standardization of the public service to promote the sharing of the achievements of the real economy.Forth,we should set up the work pattern of "Shandong Standard" that the government,the market and the society play the role together,and give full play to the role of government guidance,market leading role and social participation.Fifth,the construction method of "Shandong Standard" should adopt the comprehensive standardization method based on the principle of standard system management,so as to bring the whole effect of the standard into full play.Sixth,the Government should play a better role in making the construction plan of "Shandong Standard",perfecting the standardization construction and promoting mechanism,strengthening the standardization of the construction,improving the incentive and supporting policies,and strengthening the implementation and supervision of the standard.
