With the rapid development of global technology and economy,the technology standards have become important strategic tools for countries,industries and enterprises to gain competitive advantages and excess profits in high-tech industries with the characteristics of network externality,lock-in effect and scale economy.As an important organization to promote the implementation of standardization strategy,technology standard alliances dominated by core enterprises are expanding consistently around the world.Because the development of independent technology standards in China started relatively late,China has to face huge challenges for lack of capacity of independent innovation and because of the competitive pressure from outside.For a long time,a great many scholars both at home and abroad have done much in the study of the development of standardization by the technology standard alliance and comparatively less in the study of the effects of standardization capacity of core enterprises in technology standard alliance.Therefore,doing research in the standardization capacity and its effects will have important significance in promoting the establishment of homegrown technology standards and raising their international competitiveness.From the perspective of technology standardization,this paper,on the basis of its study of standardization capacity of core enterprises in standard alliance,constructs a theoretical framework of constitution and function of standardization capacity,by means of literature analysis,theoretical deduction,mathematical model,discusses the development process of technology standardization,and proposes the constitution of standardization capacity.It also analyses the functions of standardization capacity and proves the theoretical framework by means of case study.The main contents of the paper are as follows.Firstly,by introducing the features and resource requirements of standardization stages,and analyzing the technical and economic motivations of standardization of core enterprises,this paper,from the perspective of technology improvement and market diffusion,classifies the standardization into three stages and describes the development characteristics,resource requirements of each stage based on the life-cycle theory;then,in order to solve the uncertainty of technology and market,and satisfy the demand of resources of standardization,the core enterprises in standard alliance should cultivate their standardization capacity.Secondly,this paper points out the elements of standardization capacity of core enterprises in standard alliance.Based on an analysis of the motivations of standardization capacity,the use of the triple helix model and in combination of the characteristics of standardization stages and resource requirements,this paper proposes that the standardization capacity consists of R&D capacity,management capacity and relationship capacity,and each capacity is inter-related and increases with the development of standardization.Then,by analyzing the specific functions of standardization capacity in standardization activities based on features and resource requirements of standardization process,this paper tries to transform the abstract capacity into effective activities of the core enterprises.Firstly,this paper studies the relationship between the elements of R&D capacity and the diffusion of standard technology,from the point of view of technical development based on the process management theory by way of patent information method and a selection model.Secondly,knowledge management system model and real option model are built to explore the management capacity of high-tech enterprises and technology alliance in terms of technology knowledge flowing,in order to achieve matching between the supply and demand of resources.Finally,on the basis of the evolution of core enterprises’ relationship network,analyses are conducted on the action mechanism of relationship capacity by applying a research framework of management process of relationship capacity and an evolutionary game model.Finally,a case study is carried out on the core enterprises in IGRS(Intelligent Grouping and Resource Sharing)standard alliance who have promoted the homegrown technology standard to become an international standard.After classifying the standardization into different stages,this paper calculates the cooperative data of members in IGRS standard alliance by using Ucinet6.0 to identify the core enterprises in alliance at different stages of IGRS standardization.Then,in combination of the IGRS standardization development,this paper analyzes the R&D capacity,management capacity and relationship capacity of Lenovo,Hisense,TCL and China Telecom which are the core enterprises in IGRS alliance,and explores the successful experience of IGRS standardization.This case study verifies the rationality and validity of the framework.The results indicate that the core enterprises’ standardization capacity consisting of R&D capability,management capability and relationship capability can deal with problems in the technology,market and resources,and the standardization capacity changes along with the process and resource requirements of standardization.The conclusion of this research enriches the connotation and promotes the development of standardization capacity from the view of standardization;then,based on the research results,the core enterprises could choose right partners,integrate advantageous resources of members in alliance and enhance the role of standard alliance;finally,the core enterprises should rationalize the distribution of standardization capacity and match the capacity with the demand of realizing standardization,so as to make the best use of the standardization capacity and also to avoid the abuse of the capacity.The research results have important significances for fostering,enhancing,applying the standardization capacity,and accelerating the development of homegrown technology standard setting. |
