With the development of global economy,the reform program to replace the business tax with a value-added tax is deepening,tax collection and management work of SAT is also facing great challenges.More taxpayers,more complex in economy and trade,tax collection and management is becoming more difficult,which requires the tax department must have a high-quality,high level tax team,to ensure the completion of the work of tax collection.However,Hainan SAT is facing the aging of tax cadre,the faults of outstanding young talent and multiple problems,how to cultivate a group of strong sense of responsibility and ability of young talents to meet the needs of the work of tax collection,is a major problem placed in front of the Hainan SAT.This study adopts literature reading,comparative research,field visits and other methods,to cultivate young talents and retain young professionals as the starting point,using the public policy theory,humanistic management theory,incentive theory as the guide,drawing lessons from Britain and the United States and other developed countries and domestic.This paper analyzes the current situation of the personnel training of Hainan SAT,and analyzes the actual situation of the Hainan SAT,focusing on "training" and"retaining" from the aspects of training system and incentive system.The paper puts forward a number of measures to improve the personnel training mechanism,and also provide a reference for China’s tax young talent cultivation mechanism,in order to make a contribution for the development of business tax.
