Investigation And Analysis Of Public Service Supply Mechanism And Satisfaction Degree In Chengdu High-tech Comprehensive Bonded Zone

Comprehensive bonded zone is currently the most common and leading development pattern in the variously special customhouse supervision area,which plays an extremely important role in the development of foreign economy and trade and export-oriented economy.Through a long time exploration and development,our country's current comprehensive bonded zone has accorded with the development demand of its foreign economy and trade and has gradually become an important window to attract all aspects of investment especially foreign investment and guide the development of foreign economic model,quite effectively promoting the development of various undertakings in the areas within the scope of the surrounding.How to guide and ensure the comprehensive bonded zone continuing to develop towards internationalization and high-end oriented and promote the public service capability in the areas have become one of the core missions for the management agency of the comprehensive bonded zone.Through selecting the high-tech comprehensive bonded zone in Chengdu city as research object,this article discusses how the comprehensive bonded zone government provides the public service that fits with the demands in the area currently,conducting the survey and research on the supplying current state of public service of the high-tech comprehensive bonded zone in Chengdu city through the form of questionnaire,and conducting the screening and analysis on first-hand data through statistical software,conducting a study periodically and roundly on the comprehensive bonded zone and surrounding public service to find out the current problems and deficiencies.This article finds through research that:Firstly,there are mainly three types of supply mechanism for the public service in the bonded zone which are direct supply by the government sector,service supply that the government purchases and enterprise cooperative supply.Secondly,as shown in the survey,aspects with the highest degree of satisfaction of the employees are of the incorruption of government officials,staff reeducation and employment of labor security service.which round out the top three:and the two aspects with the low est degree of satisfaction are of the traffic problems surrounding the area and the coordination and settlement of labor dispute.Thirdly.the main problems of the public service in the bonded zone are aging of the public infrastructure and under-investment for public service,the variety is single for public service which leads to malfunction of the government.Meanwhile proposing feasible suggestion for solution contrasting with the related practice of congeneric bonded zones at home and abroad,combining the public service theory and aiming at the reason of problems,putting the key emphasis in work on the aspects of strengthening the infrastructure construction,perfect the supporting service,coordinating organizations in the bonded zone to reduce customs pass and inspection process and strengthening cultural construction of the bonded zone itself,acting according to circumstances to work out and carry out the related public service which fits with the local development under the background of relevant national laws and regulations.
