The basic pension as the most important social security benefits of contemporary society,its inherent requirement is to provide non discrimination benefits for all citizens and to ensure every citizen to get the basic living security in retirement age.It is not only related to the sustainable development of the system,but also relates to the vital interests of every citizen.Therefore,in recent years,the government has become the focus of attention.But because of China's special conditions,the reality is:the endowment insure system is not unified,the overall level of basic pension is low,in addition,the economy,culture and population of each region are not same,all these leading to large regional differences.So this requires the government to ease the regional differences on the basis of actively promoting the national pension plan,the integration of the pension system is to provide a fair pension treatment.The paper is to focus on the “regional differences in the basic pension co-ordination”,the study of the perspective gathered in the current basic old-age insurances system of regional differences,reviewed the basic old-age insurance system to the national co-ordinate process,analyzed the current situation of the basic pension,used of quantitative analysis methods to calculate the pension's funds.Form learning the successful experience at the home and abroad,we could provide suggestions to improve the level of co-ordination.The main body of the paper is divided into the following parts: first,discusses the background and research significance of basic pension co-ordination to forms the main contents of research,and puts forward the innovation and deficiency of this.Then,it defines the concept of basic pension coordination and regional differences,give the theoretical basis,combs the literature of relevant topics at home and abroad.Thirdly,the basic pension of regional differences is analyzed in order to found the problems now we facing.Fourthly,according to the data released by the official index,the regional differences of the basic pension base are measured form the fund expenditure,the insured rate,the replacement rate and the rate of system's support.Comparing the differences between the whole and the region,the paper could draw the conclusion and inspiration.Finally,taking the central and local government as the starting point,the paper will put forwards suggestions to enhance the basic pension level.The regional differences in basic pension co-ordination are long-standing and can not be completely eliminated and the key to solve this is to reasonable divide the right between the central and local government.So,in the policy recommendations,the paper forms the central and local government of the two main characters,to hope to clear the responsibility to reduce regional differences and early realize the basic pension national co-ordination.
