With our country stepping into the important transitional period of economic and society,the benefit game between different subject become more and more intense in society.It’s worth noticing that the contradictions in labor management field come to the front,labor and capital conflict affairs from place to place arise in a huge quantity,and the countermove become diversified and violent,these aspects have a bad effect on politic and society.Get through finding the reason of labor-capital contraction from the government,labor union,enterprise,workingman four sides,taking effective public conflict management approach,striking up relative institution and mechanism,creativing scientific and reasonable solving path to de-escalate conflict and win-win.This investigation mainly is based on making questionnaire survey and face-to-face interview for the labor,employer and governmental personnel who are in the economic development zone in Fujian province,and then analyzing their thinking way and behavior logic treating to labor-capital contraction affairs.And conclude the current situation,feature,hazard and so on by integrating and analyzing local labor-capital contradictions cases,and analyzing the origin and evolution of the labor conflict effectively,taking example by conflict resolution experience of developed country,such as American,Germany,Japan,and come up with the solution of labor-capital contradiction which is suitable for Chinese background,making labor and capital two sides become harmonious.The article is aimed to come up with the solutions for hostility between capital and labor based on documentary analysis,which is used to collect the events of the conflict and to construct the frame of the paper,and focused on case analysis that provides a holographic view of the matter including the development,evolution and settlement.Together with the questionnaire survey and interviews,here is proposed to flourish the fodders and materials correlating with the main points and to modify the depth and variety of the theories.As the conclusion,it’s primary to take the full advantage of a synergy combined among labor,labor union,capital and the government,which centralized on the core of the authorities.The paper appeals the government to adjust its improper role and to perform the duties to lead and rule the capital performance on hiring and employment.Also,the bureau should enhance the labor supervision and the law enforcement to compel the enterprises to set up and furnish its inner constructions.At the meanwhile,it’s best for the authorities to support labor union to develop its responsibilities and offers overall help on the development and reform of the organize,in order to improve the conflicts and achieve the harmony between the two sides.Besides what mentioned above,it’s important to cultivate and promote the legal awareness among the labor and encourage them to protect their rights,which will be achieved by the publicity on the internet and relative activities in the realities.In all,it’s serious and significant to yield the fullest the performance of government’s duties and the return of its authorities,which is the core to solve the problem.Together with the efforts from the spare three parts,the conflicts will finally go to the end and achieve the harmonious society.There are three creative works that innovations on the contents,angle,and method of the research.Firstly,for the contents,compared with the background of the previous study on this field,it is a research of hostility between capital and labor on the period of great economy transition,while the others were done during the normal status.The relative solutions and researches are on the edge of leading study.Therefore,here is initial factors of the contents.Secondly,the view of the study is different and significant.Synthesizing public administration,public management and politics,here reasonably propose practice solution for the government and extend the confine of the study to the relative survey overseas.Partially absorbing the advance achievements among the US,Germany and Japan,the paper put forward creative path for the government to deal with the social problem against the specific background in China.At last,here also show creative works on research methods.The article directly represents the evolution and development of the issue among various areas via case study based on a comprehensive study on salient cases in recent years.
