The Local Government Function In Coordinating The Labor-Capital Contradictions Of Non-Public Sector

Since the reform and open to the outside world, the non-public sector of the economy has been developing rapidly and made the indispensable contributions to the society’s prosperity. However, the labor-capital contradictions in local nonpublic enterprises all around the nation are becoming sharper. These contradictions not only harmful to the benefits of both labor and capital but influence the stability and harmony of the society. Therefore, the role of government in handing the labor-capital contradiction is essential. But the development of local economy relies on nonpublic enterprises, and the protection of labor’s legal rights is government’s responsibility either. So the government is in a dilemma when dealing with labor-capital contradiction in non-public sector of economy. In addition, other included elements all together lead to the unbalance of government’s functions. The paper will combine the analysis of literature and materials, on the basis of the public administration science, analysis the reasons why government poses its balance in its functions, search deeply the functions of local government in coordinating the labor-capital contradiction.
