Reseach On The Pointing Accuracy Of Poverty Alleviation Object And Its Influencing Factors Of Zaofu Gongcheng In Fujian Province

At present,our country is in the key period of building a well-off society in an all-round way,and the most difficult and arduous task of building a well-off society lies in the countryside,especially in the poor area.Since the reform and opening up,the Chinese Communist Party and the government have carried out large-scale poverty alleviation in the whole country.Great progress has been made because of it,and some areas get rid of poverty successfully.However,there are still parts of the remote mountainous areas can't shake off poverty because of the ecological fragile,poor living conditions or poor infrastructure.China's poverty alleviation and development work is still facing a very arduous task.Therefore,the general secretary Xi Jinping put forward the strategy of "take targeted measures in poverty alleviation" to implement accurate identification of poverty alleviation and accurate and precise management of helping,which played an important role in guiding the development of poverty alleviation in the new period of our country,and it also provided some ideas for improving the effectiveness of poverty alleviation policy.As far as Fujian province is concerned,compared with some central and western provinces,the poverty population is not large,but most of the poverty-stricken areas lies in remote mountain areas or the old revolutionary base areas of Fujian Province,which make it difficult to make them get rid of poverty.Accordingly,the provincial government began to implement the "benefit project" for the main content of the "ZaoFu Gongcheng"from 1994.This policy has effectively improved the production and living conditions of poor people in some remote mountainous areas,and the number of poor people in our province has dropped significantly.However,there are still some problems in the implementation process for the ZaoFu Gongcheng,there is a certain degree of deviation in the aim of poverty alleviation,some of the poor population that need to be moved is not accurately identified,which to a certain extent affected the effectiveness of poverty reduction of ZaoFu Gongcheng.Therefore,in the context of precision poverty alleviation,the study on the targeting accuracy of ZaoFu Gongcheng is not only conducive to the theory of precise poverty alleviation,but also has important practical significance for the project relocation of accurate identification and the poverty alleviation.In view of this,this paper,based on the theory of population migration,poverty reduction and relocation of migrants and the existing literature,studies the pointing accuracy and its influencing factors of ZaoFu Gongcheng in Fujian province.First of all,this paper makes a brief review of the project and the process of the project of poverty alleviation in Fujian Province,and briefly summarizes some problems existing in the process of the implementation of ZaoFu Gongcheng.Since the implementation of ZaoFu Gongcheng in 1994,it has roughly experienced five stages:the gestation period,the initial stage,the steady stage of development,the leap forward development stage and the precise force stage.At the same time,there are still many problems in the implementation of ZaoFu Gongcheng of the project.Secondly,this paper draws on the Wang Sangui's aiming error and targeting gap index and set theory for the measurement of poverty reduction target pointing accuracy of the method,and calculate the pointing accuracy of poverty alleviation object of ZaoFu Gongcheng based on the field survey of 181 samples data.Studies have shown that there is a certain degree of deviation existed in pointing object in the poverty alleviation projec of ZaoFu Gongcheng,which called "targeting gaps" and "aimed at extrusion".Again,this paper uses the multiple Logistic regression model to analyze the impact factors of the pointing accuracy of poverty alleviation object of ZaoFu Gongcheng.Results show it affected by many factors.The four factors of education,the relationship between the village cadres and the poor population,the dissemination of ZaoFu Gongcheng,and a survey of the regional economic environment will have an impact on targeting gaps;relocation scheme determined,relocation of posting formula relocation and household survey situation will influence the benefit of poverty alleviation project targeting extrusion;object relocation determined and willingness to relocate will have an impact on both of them.Finally,according to the "six accurate" Thoughts on poverty alleviation put forward by the general secretary Xi Jinping and the related research conclusion,this paper put forward countermeasures and suggestions.To improve the recognition mechanism to ensure the benefit of the project to identify poor target precision;to deepen the reform of the project,to ensure that the project is to benefit the project for the construction of precision;to strengthen supervision and inspection,to ensure the benefit of the project funds to use precision;to promote the implementation of policies to ensure the benefit of engineering measures to the user precise;to clear job responsibilities,to ensure the benefit of the project due to the village sent precise;to strict examination and acceptance,to ensure the benefit of the project to get rid of the effectiveness of precision.
