Research On The Accurately Identify Problems Of Poverty Alleviation Object In Ninghai

Poverty has always been a major issue in Chinese public wellbeing.The Party and the government both give particular attention to this.The report of the 19^th National Congress of the Communist Party of China pointed out that winning the battle against poverty,seeing that poor people and poor areas would enter the moderately prosperous society together with the rest of the country.At the critical moment of poverty alleviation,Xi Jinping put forward the concept of targeted poverty alleviation,defined the basic requirements of“six targets”for poverty alleviation and development work,and pointed out the direction of efforts for accurate poverty alleviation.Six targets include the targeted poverty alleviation objects,the accurate projects arrangement,the targeted use of funds,the targeted measures for every poor household,the targeted anti-poverty worker for every poor village and the targeted results of anti-poverty.The most important goal of targeted poverty alleviation is the targeted poverty alleviation objects.Ninghai has encountered many obstacles in exploring the targeted poverty alleviation objects.In interviews with the poverty alleviation objects and the grass-roots poverty alleviation workers,it is found that the existing identification standard in Ninghai is not comprehensive,the credibility of the identification subjects is lacking,defects in the verification platforms,and the authenticity of application data are difficult to guarantee.These issues need to be resolved.This thesis takes the current status of identification of poverty alleviation objects in Ninghai in 2017 as a sample.Then it uses equity theory,polycentric governance and Amartya Sen's capability approach to research on the current status.In addition,it proposes corresponding countermeasures.First of all,a multidimensional poverty alleviation identification index system establishes from a poverty alleviation standard line based on consumer spending and include income and living indicators.Secondly,the credibility of the identification subjects improves from establishing a system of relatives'record filing,improving the grass-roots poverty alleviation teams'ability,and actively promoting government procurement services.And then,the identification method of linkage from top to bottom establishes from vigorously promoting the construction of the verifying cloud platforms and the declaration system of family property.Finally,improving the poverty alleviation objects'comprehensive quality from the publicizing policies in a wide range of areas,improving the integrity systems,and strengthening the learning ability of the poverty alleviation objects.At the same time,it also points out that the establishment of a multidimensional poverty alleviation identification index system,the building of grass-roots poverty alleviation teams'ability and the verifying cloud platforms,and the improvement of the poverty alleviation objects'comprehensive quality require a lot of time and effort.I believe that these can be accomplished in the end.Hope to have reference value for the targeted identification of poverty alleviation objects in other regions.By the year 2020,all rural residents living below the current poverty line must be lifted out of poverty,and poverty is eliminated in all poor counties and regions.Poverty alleviation should reach those who truly need it and deliver genuine outcomes.
