Study On The Accuracy Of Poverty Alleviation In Rural Areas At Present Stage

After decades of rapid economic growth,the number of poverty-stricken people in China has been significantly reduced,and absolute poverty and general poverty have gradually disappeared.At present,the poor population presents new characteristics: first,poverty mainly occurs in rural areas;second,the distribution of the poor population is decentralized;third,the causes of poverty are diversified.Facing the new situation of poverty,the effect of the traditional model of poverty alleviation is limited.In 2014,the government put forward the policy of "targeted poverty alleviation",which aimed to promote the accuracy of the poverty alleviation.Precision is the key to the current poverty alleviation process.This paper puts forward four hypotheses through theoretical analysis.Under the circumstances of controlling other characteristics of the farmers,firstly,poor farmers get more government subsidies;secondly,farmers in villages with higher economic level get less government subsidies;thirdly,farmers with more social capital get more government subsidies;fourthly,after the implementation of the targeted poverty alleviation policy,the precision of poverty alleviation in rural areas increases.Based on the data of two rounds of micro-surveys in 2014 and 2016 provided by CFPS,this paper empirically tests the accuracy of poverty alleviation in rural areas at this stage.The results show that:(1)poor families receive more government subsidies,which means poverty alleviation in China is accurate;(2)the level of regional economy and social capital have a significant negative impact on the the accuracy of poverty alleviation,indicating that the model of regional poverty alleviation and social capital have a negative impact on the implementation of targeted poverty alleviation policy;(3)the implementation of targeted poverty alleviation policy is not robust enough in statistics to improve the accuracy of poverty alleviation,indicating that the current targeted poverty alleviation policy needs further improvement.In order to improve the accuracy of poverty alleviation,this paper puts forward the following policy recommendations:(1)the government should get rid of the inertia influence of traditional regional poverty alleviation model and let poverty alleviation aim at families;(2)strengthen the institutionalized management of the implementation process of targeted poverty alleviation,reduce the negative impact of social capital factors on targeted poverty alleviation;(3)further implement the specific requirements of targeted poverty alleviation policy.
