Museum tourism is an emerging form of tourism which has gradually become prevalent at home and abroad in the last decades. In China, however,it was in the late 1990 s that the concern for museum tourism really began,so the museum tourism industry is still in the state of cultivation. In recent years,non-state-owned museums have developed rapidly, making up the backbone of the museum system, still in the exploratory stage. In the actual developing process, instead of making use of their own advantages,a great many non-state-owned museums are not functioning well. What's worse, there have been a lot of chaotic phenomena constantly. One of the main factors that have affected the growth of non-state museums is a lack of policy support from the government. Most policies, even some of the earlier ones, have not come into effect.A large number of non-state-owned museums have fallen into operational difficulties, struggling to survive. How can we solve this issue? One possible solution is to lead the non-state-owned museums to the path of industrialized operation and development, linking non-state-owned museums with tourism, building a mode of non-state-owned museums combined with tourism, which will hopefully enhance the tourism development of non-state-owned museums and make non-state-owned museum tourism the main force of cultural and Museum Tourism.Consequently,we will promote cultural prosperity and tourism industry innovation,so that non-state-owned museums will have a sustainable development and bright future. There are great differences between non-state museums and state-owned museums in terms of system, mechanism, operation mode, market and tourism development. In view of realistic and theoretical background, this paper is based on the study of three representative China's non-state museums-Jianchuan Museum Settlement in Chengdu,Sichuan;Guanfu Museum in Beijing and Jiamu Art Museum in Qingdao,Shandong Province-using the methods of qualitative rescarch by grounded theoty(including field investigation ? participatory observation&non-participatory observation?semi-structured interview?text analusis)and case comparative analysis, researching on grounded theoty, aiming to distinguish non-state-owned museums from state-owned museums, systematically study them separately from the museum system, explore the various dilemmas existing in museum tourism operation and put forward feasible strategies. The author makes efforts to conclude a set of reproducible and propagable operating patterns in the hope of providing valuable reference for the development of non-state museums.
