In recent years,the domestic school bullying problem is frequently exposed in the public vision,the vicious consequences caused by the endless bullying events have aroused widespread concern of the society,and its harm to the victim students,the bystander students,the campus culture and the school atmosphere can not be underestimated.Since 2016,the Ministry of education has issued relevant notices on school bullying governance,and scholars from all walks of life have begun to engage in academic research in related fields.Although the research on school bullying in our country mainly focuses on recent years,some foreign countries which are also troubled by this problem have been researching for a long period.Some of these countries have formed relatively mature anti bullying projects,which have been constantly revised and adjusted in the formulation of relevant national laws,regulations and policies,presenting targeted solutions to school bullying cases.School bullying is not only a problem of primary and secondary schools,but also a complex relationship with family education,social environment and other factors.Based on the definition of the concept,type and role of school bullying,this paper combs the causes of school bullying in different educational backgrounds,including the negative impact of society,lack of education in schools,emotional support of families and other factors at all levels,as well as the harm of school bullying to students’ physical,mental and future development.This paper analyzes the current situation of school bullying at home and abroad based on the investigation and research results of OECD,UNESCO and other international organizations and countries.Then,from the theoretical perspective of educational psychology,this paper discusses the most effective influencing factors in school bullying governance.Based on the introduction and analysis of four well-known anti bullying projects,this paper sums up the main advantages,such as improving the corresponding policies and regulations,school-family-community collaborative governance,attaching importance to the role of bystanders in school bullying events and establishing good peer relationship in the positive role of school bullying.Finally,from the macro to micro dimensions,we can draw on the experience of foreign countries to make suggestions for the governance of bullying in primary and secondary schools in China,so as to help reduce the incidence of bullying in China.We hope that with the cooperation of the government,school,family and society,by improving the legislation,strengthening the intervention,intervening in advance and cooperating with each other,so as to effectively restrain the bullying on campus and promote the positive and healthy physical and mental development of young children.
