Bullying in primary and secondary schools has been on the rise in recent years,and it is still rampant in some schools.Campus bullying not only causes physical and mental injury to the victims of bullying,but also seriously disturbs the normal teaching and work order of the school,which has reached the point of non-governance.Teaching and educating people is the sacred mission of primary and secondary schools.Educating students,managing students and keeping students away from campus bullying are important responsibilities of primary and secondary schools.Therefore,schools should earnestly perform the duties of a campus bullying the governance body,strengthen the legal system education,moral education,mental health education,school management,closely with the public security organs,judicial organs,such as organization,to ensure the safety of students.In this paper,from the perspective of school ideological and political education,systematically analyzes the main problems of small and medium-sized school bullying governance,draw lessons from Japan,the United States,the successful experience of western developed countries such as Britain,thoroughly discusses the basic path of small and medium-sized school bullying.This paper consists of four parts:the first part analyzes the connotation,characteristics and current situation of campus bullying,and elaborates the harm of campus bullying from the aspects of primary schools,victims and bullies.The second part systematically analyzes the main problems of small and medium-sized school bullying governance,including four aspects:small and medium-sized school bullying old management concept,system is not perfect,school teachers are not good at dealing with bullying,the role of ideological and political education in school bullying governance is far from being played,etc.The third part,the paper analyzes the major measures of Japan,the United States,the UK and other western developed countries governing school bullying,summarizes its successful experience,mainly including governance according to law,moral concern,social collaboration,implement the responsibility of school subjects.The fourth part,in view of the main problems of small and medium-sized school bullying governance in our country,in a reasonable reference each other,on the basis of successful experience of western developed countries,based on the perspective of school ideological and political education,puts forward the main countermeasures of small and medium-sized school management school bullying,including five aspects: running the school according to law and regulating students’ behavior;cultivate people with integrity and improve students’ moral quality;strengthen mental health education,pay attention to psychological intervention;to construct the whole staff management model and implement the management responsibility of faculty and staff;to establish a school bullying management coordination mechanism centering on primary and secondary schools.
