Tech Research In China, The Transmission Mechanism Of A Comparative Study

Universities have teaching, research and social service functions, bring together most of the national scientific and technological resources, It's ability of scientific research in the areas of basic research and high-tech frontier has become an important symbol of measuring a country's original innovation capacity. Science and technology becoming the core of overall national competitions in the era of knowledge-based economy, Science and technology are primary productive forces, Science and technology transfer into productive forces is the embody of college social service functions; also is necessary requirement for international competitions. Science and technology transfer is difficult, low probability, long cycle which had aroused the common concern of the community.This paper first defined the concept of science and technology transfer and posed supporting theory, constructed theory from aspect of technical innovation theory, knowledge-based economy theory, and intellectual property theory. Followed by reform and opening up and market economic reform as a dividing point, carding the process of college science and technology transfer history since the founding of our nation, in order to provide a historical basis for this paper.The main part of the paper opened up with the thinking of"status quo-problems-countermeasures", the part of"status quo-problems"were analyzed from protection mechanism,management system,evaluation and incentive mechanism,intermediary service system. The United States is the most developed country of science and technology transfer in the world,"Silicon Valley"miracle created by Stanford University is model of university to create Science and Technology Park for all of the countries. From comparative study of American technology transfer and case of Silicon Valley, proposing some strategies and recommendations in promoting our country science and technology transfer. This strategies and recommendations includes:establishing a market-based social service concept, constructing a comprehensive protection mechanism, changing management and operational mechanism, establishing a scientific evaluation and incentives mechanism, intensifying intermediary institution-building.
