Research On The Cultivation Mechanism Of University Students' Innovation And Entrepreneur

At the end of 2012,the Party's 18 th National Congress clearly put forward innovation-driven development strategies and made scientific and technological innovations a strategic support for improving comprehensive national strength.In the government work report at the twelfth National People's Congress in 2015,Premier Li Keqiang listed "mass entrepreneurship and innovation" as one of the "double engines" of China's economic growth.In order to further encourage scientific and technological personnel and college students to start businesses,the General Office of the State Council promulgated the "Guiding Opinions on Developing Public Space to Promote Popular Innovation and Entrepreneurship" in March of the same year.College students' innovation and entrepreneurship have not only become opportunities for higher education reform,but have also become a booster for the country to change its economic growth mode under the present situation,It is also an effective way to release college students from the vitality of employment.This article reinterprets the concept of “cultivation” and is sufficient for the theory of innovation and entrepreneurship,triple helix theory,and personality development theory.It expands the core elements of innovation and entrepreneurship education for college students into the government,society,enterprises,universities and individuals.Taking the cultivation experience of the United States,Britain and Japan as examples,the author analyzes the roles and contributions of the five major elements in the cultivation mechanism,and compares the domestic cultivation status with the predicament that restricts the development of domestic college students' innovation and entrepreneurship cultivation mechanism.On the basis of relevant theoretical basis and comparative analysis at home and abroad,this study sorts out the incentive relationships and collaborative relationships among the entities in the cultivation activities,and analyzes the functions and positioning of the cultivation subjects in the cultivation activities and reconstructs them.University Students' Innovation and Entrepreneurship Cultivation System.Based on the exploration of the cultivation system,this paper further establishes a multi-agent co-cultivation mechanism for college students' innovation and entrepreneurship,and in turn discusses the dynamic mechanism,risk control mechanism and evaluation feedback mechanism among them,and proposes improvements at the macro,meso,and micro levels.
