With the Promotion of the reform of the Grade System of Primary and Secondary School Principals.Primary and secondary school principals have becoming the focus of attention,Parents of students in compulsory education pay more and more attention on the quality of school education.Studying primary and secondary school principals is not only the principal position itself,but also promote the quality of school education and teaching by studying principals.As the saying goes,what kind of headmaster is what kind of school.The principal is the soul of a school,the core of a school's decision-making,the core of education and teaching management,and plays an indispensable role in coalescing teachers and improving the quality of education.This paper takes the employment of rural primary schools in Lanling County of Linyi City as the research object,combines the research experience and excellent practices at home and abroad,analyses the problems existing of rural primary school principals in Lanling County,and puts forward corresponding solutions.Before analyzing the current situation and problems of the principal selection and employment mechanism of rural primary schools in Lanling County,Linyi City,the characteristics and existing problems of the principal selection and employment mechanism of primary schools in China are briefly analyzed and described.This is also the analysis and description of the macro-environment.The local operating mechanism is affected by the macro-environment,and there are some common problems.Based on the analysis of the characteristics and problems of the principal selection and employment mechanism in primary schools in China,the present situation and existing problems of the principal selection and employment mechanism in rural primary schools in Lanling County are further analyzed in detail.Describing the current situation of the selection and appointment of rural primary school principals in Lanling County is helpful for us to find the problems in the selection and appointment mechanism,and then analyze and classify the existing problems,and explain the reasons for the problems.The author carries on the reason analysis from two aspects.Firstly,from the influence of the "big environment" and the qualification confirmation aspect,the school belongs to the institution,and the appointment of the management post is restricted by the reform process of the institution in our country.There is a general problem of unclear qualification confirmation of the principal in our country,which is more obvious in the ranks of principals in Lanling County,and seriously affects the quality of the principal selection and appointment.Secondly,from the aspect of selection procedure,it is analyzed that there are many problems in the selection procedure of primary school principals in Lanling County,such as lack of scientificity,lack of specific standards,inadequate recruitment scope,lack of timeliness in the selection supervision,etc.The procedure is not standardized,which easily breeds corruption of rights and makes the real competent people hesitate to choose suitable principals for schools.After discovering problems,we need to find strategies or methods to solve them.Some developed countries in foreign countries have excellent successful experience in the selection of principals.By analyzing the successful experience of principals selection in major developed countries,the author tries to find the way to solve the problem.This paper makes an analysis of the selection and employment of principals in the United States,Britain and Australia,mainly concerning the criteria,procedures and supervision of the selection and employment,and finds out some common successful experiences in the selection and employment of principals,and draws some enlightenments for promoting the solution of problems.Aiming at the problems in the selection and employment of rural primary school principals in Lanling County,based on the analysis of the problems and the experience of foreign excellent selection and employment,this paper puts forward some countermeasures and suggestions for optimizing the selection and employment mechanism of rural primary school principals in Lanling County,and puts forward some suggestions for perfecting the selection and employment procedure,defining the selection and employment criteria,establishing professional and democratic selection subjects,appointment contract management and supervision and assessment mechanism in Linyi City.Suggestions on the Principal Selection and Employment Mechanism of County Rural Primary Schools.
