Research On The Mechanism Of Population Flow In Northeast My Country During The Period Of Reform And Opening Up

For the past few years in the three northeastern provinces,the natural growth rate of the population is much lower than the national average level.And the net outflow population there keeps growing.Such a significant reduction of populations is so damaging to the economic here.The analysis of migration data shows that the population outflow had been very obvious before the growth rate of economic decreased sharply.Therefore,the large population outflow in the northeast of China has several causes besides recession.As far as the mobility between urban and rural is concerned,the increase of urbanization rate attracts the remaining population to outflow from rural area.The labor to urban area promote the development of urbanization in other way round.From the point of provincial migration,it is easy to finger out two factors.On the one hand,the change of the focus of China's economic slows down the development in northeast area,which was important industrial base of China.However,the economic structure was not adjusted in time.The government keeps giving huge financial support to heavy industry so that private enterprises are difficult to develop.As a result,light industry falls behind and jobs are not able to match the labor supply.That causes serious population outflow.On the other hand,data points out that most of population outflow from the northeast area goes into places where the service industry is better developed.And more than 70 percent of floating population works in the service industry because of more jobs there.In the meanwhile,less jobs in capital-intensive heavy industry which was more developed in northeast area provide the necessary conditions for labor outflow.Consequently,enough jobs supply is the fundamental process to solve the problem of population outflow in northeast area.1.Firstly,the government should develop advanced manufacturing industry through reinforcing secondary processing of products so as to make the ratio of heavy industry and light industry more balance.That leads to more jobs.Secondly,tourism is ought to be better opened up in places with tourist resource.It helps develop the service industry and offer more jobs.Last and not least,it is very important to enhance the public facility construction with the aggravating trend of aging population in northeast of China,such as hospitals and nursing home;2.Strengthen the reform of state-owned enterprises and enhance competitive force of state-owned enterprises,resulting in the northeast economic efficiency;3.Strengthen industry integration to promote the rapid development of productivity in northeast China;4.It is necessary to pay attention to the economic development of northeast area,rather than blindly pursuing economic growth,meet the demand of people's life of the public service and so on;5.To introduce talents,encourage self-employment.
