Administrative staff,as part of the teacher' team,plays an important role in the development of colleges and universities.Their working attitude and management ability directly affect the future deployment and decision of colleges and universities.So,how to motivate the work enthusiasm of them effectively,the first priority is to solve the salary problem.Post salary,as the only standard to measure the status and post value,is essential in the whole salary system.This paper has collected and sorted out the status of the implementation of post salaries of foreign universities and the relative research of the salary system of universities in China,it is found that the academic studies mainly focus on the salary structure,incentive mechanism,performance salary,evaluation system,promotion channel and so on,there are few studies on post salary and post level,even the practical solutions are more less.In the paper,the history of the reform of income distribution system in China's public institutions is analyzed.The four reforms,which has played a positive role in solving the problem of personnel identity,rank structure and normal salary increasing in public institutions.However,there are still many problems and shortcomings.For example,the official-oriented consciousness has restricted the linking of post and salary,it is hard to make a reasonable convergence with the reform of the personnel system,and inadequate regulation and supervision by local government.All these problems are restricting the reform of institutions.Based on the Incentive Theory,this paper analyzes the importance of the rationality of post salary in the distribution system.In the context of deepening the comprehensive reform of university management,this paper takes university A in Guangdong province as the research object,to investigate the post salary and position management.Through data analysis of questionnaire survey to the administrative staff in university A,It is concluded that there are such problems as limitation of post salary level,mismatching of post salary and position level,professional and technical personnel's job value is lower compared with managing position,unbalancing of post salary and performance salary and so on.In view of these problems,the paper puts forward the thought for the reform of the post salary of the university administration in Guangdong province,firstly,the reform of salary income distribution system should be combined with the reform of personnel system and to clarify the job responsibilities.Secondly,establishing linkage management system to realize human financial supervision,thirdly,refining the salary level of the post and establish the auxiliary series salary system.Lastly,improving the internal governance of universities and strengthening the supervision and optimization services.
