The structural reform of the agricultural supply side is a major strategy of our party in the new historical period,and it is also an important measure to solve the issue of"agriculture,rural areas and farmers".Farmers are the most vital and valuable elements among the various components of the structural reforms on the agricultural supply side,which decide the effectiveness of the reform.However,the scientific and cultural qualities and technical skills of the farmers in China obviously cannot meet the needs of the structural reform of the agricultural supply side.Therefore,it is the most urgent task to build a new type of professional farmer who loves agriculture,masters technology,master in operating and managing agriculture.Development of rural human capital and the cultivation of agricultural talents are the internal responsibility of rural vocational education,therefore,the mission to cultivate new professional farmers has historically fallen upon it.The new mission must be guaranteed by a new system,the function of vocational education is based on system change.Therefore,it is of great significance to study the reform of the rural vocational education system in China.Firstly,this study mainly analyzed the current research data on the development of rural vocational education in China through literature analysis and survey methods to understand the relevant policies on the structural reform of the agricultural supply side and the cultivation of new professional farmers.Secondly,obtain first-hand information on the development of rural vocational education through field surveys.Lastly,learn and discuss the experiences of farmers training in developed countries.Based on these,put forward own views on the system reform of rural vocational education in the context of structural reform on the supply side of agriculture.Rural vocational education is the main position for cultivating new-type professional farmers.Under the background of structural reform on the agricultural supply side,it should be highlighted in the system:firstly,vocational schools should pursue the service of "agriculture,rural areas and farmers".Secondly,vocational training should be based on peasant demands.Thirdly,there should be special departments to co-ordinate rural vocational education;The fourth,its education system should be complete.Only in this way can rural vocational education achieve the mission of cultivating new professional farmers.From the existing situation,rural vocational education still has many institutional problems in the process of cultivating new professional farmers,which hinders the realization of its new mission.Judging from the school vocational education,there is a serious target deviation,which function orientation is mainly for urban,professional setting is"away from agriculture"seriously,and adult peasants are not included in its service range.From the training system,its training supply and demand are misplaced,the training content and training methods do not fit well with the needs of farmers.From the perspective of management system,rural vocational education lacks overall planning,sectors management results in low efficiency and the wasting of vocational education resources.From the perspective of the system,the modern rural vocational education system has not yet been established,and the "one-agent pluralism" new-type professional farmer education and training system needs to be further improved.Under the background of the structural reform of the agricultural supply side,we must carefully examine the existing rural vocational education system and make necessary changes,so that it can better serve the development of new professional farmers.From the normative and institutional levels,it is necessary to formulate the promotion of rural occupations,develop a good public opinion for cultivating new types of professional farmers,and establish a sound supervision,evaluation,and certification system for new professional farmers.From the aspect of vocational education in rural schools,it is necessary to clarify its target orientation,cultivate new professional farmers as its main functions,establish their discipline based on local agricultural characteristics,and include all farmers in their service targets.From the perspective of farmers' training,they must increase their pertinence.Which should not only pay attention to increase the number of new professional farmers,but also pay attention to improve their quality;Also explore different types to foster the new professional farmers;And expands the diversification of new professional farmer cultivation methods.From the perspective of rural vocational education management system,it is necessary to set up a special leadership mechanism for rural vocational education,and establish an integrated development mechanism for vocational education in urban and rural areas.From the system of modern rural education,on one hand,it should establish a "one-agent pluralism" new-type professional farmer education,on the other hand,cultivate new entrants to the workforce and vocational school students school-based training system.Through the reform of the rural vocational education system,it will better serve the construction of new rural areas and accurate poverty alleviation.In the new era,the rural vocational education should be make a rational choice and keep balance "for agriculture" and "leaving from agriculture",search for breakthroughs between tradition and innovation.The rural vocational education should focus on cultivating new professional peasants to realize its inner value for"agriculture,rural areas and farmers".
