Centering on the theme of talents supply-side structural reform of higher vocational education in ethnic minority areas represented by Guangxi,this study adopts the research methods such as campus ethnography and selects G University as the field site to study the laws and characteristics of talents supply-side structural reform of higher vocational education in ethnic minority areas.The purpose is to provide the theoretical basis and policy thinking for the improvement of higher vocational education system and high-quality supply of talents in Guangxi and other ethnic regions.Taking theory,history and practice as three clues,this study discusses the characteristics and laws of talent supply of higher vocational education in ethnic minority areas represented by Guangxi.The first is the theoretical clue: This study extracts the core concept of talent supply-side structural reform of higher vocational education in ethnic minority areas--supply and demand,and considers how to introduce this pair of economic terms into the discussion of higher vocational education.From the perspective of stakeholders of higher vocational education in minority areas,this dissertation summarizes the value of talents supply-side structural reform.Two macroeconomic theories have been applied here.One is the “New Supply Economics Theory”,the core of which is “new supply creates new demand”.That is to say,in the minority ethnic areas,the government and industrial enterprises among the stakeholders on the demand side can provide resources for the development of higher vocational education.Thus,compared with individuals,the government and industrial enterprises are more urgent and demanding in the pursuit of “return on investment” from talent suppliers.But the current objective reality is that the phenomenon of“talent surplus” has appeared,which means finding solutions from the demand side to “reduce capacity and inventory” is no longer feasible.Therefore,we should carry out structural and innovative exploration on the talents supply side,and stimulate and promote the “new demand” on the demand side through the innovative development of the supply side.Another important subject of stakeholders is the students.To some extent,students are the “products” of education,but when discussing education issues,we can not use the pure commercial thinking of utilitarianism to make a comparison.The essence of education is to strengthen morality and cultivate people.Helping students obtain personal development is the cornerstone of higher vocational education.Especially for higher vocational education in ethnic minority areas,it should also be considered that it can bring more opportunities for the students in ethnic minority areas to receive higher education so as to achieve educational equity to a greater extent.The other is the “public product theory”,which mainly discusses the multi-subject co-governance of public products.Higher vocational education is a quasi-public product,and the key to its talents supply is to grasp the relationship between the government and the market and realize the mode of multi-subject joint governance of higher vocational education in ethnic minority areas under the guidance of the government.Through the interdisciplinary application of these two theories,this study constructs a theoretical framework to explore the talents supply-side structural reform of higher vocational education in ethnic minority areas of China.The second is the historical clue.Following the logic of history,this study combs the history of the development and talent supply of higher vocational education from the three dimensions of the world,China and typical representative of ethnic regions,Guangxi.Firstly,by combing the historical changes and typical mainstream models of the development of higher vocational education in several representative countries in the world,it is concluded that higher vocational education is developing towards the direction of balance between supply and demand,gradual improvement of supply and demand system,and gradual diversification of supply subjects.Higher vocational education always responds to the local demand of the times for economic and social development,and it is a supply means to respond to the demand of various stakeholders for talents.Therefore,the summary exploration and inductive thinking on its history from the dimensions of supply-demand relationship,supply system and supply subject can obtain enlightenment and inspiration of talent supply of higher vocational education all over the world.Secondly,it is found that the development of higher vocational education in China has undergone the same theological process as that in other countries in the world with regular changes in supply relations,supply systems and supply subjects.In the process of higher vocational education practice,China is also aware of the importance of balancing supply and demand,perfecting supply system and diversifying supply subjects to realize the combination of talent supply and demand in higher vocational education,and constantly regulates and reforms through policies in the process of development.Thirdly,review the progress of higher vocational education development in Guangxi.By reviewing and summarizing the historical changes,we can get the enlightenment of the current talents supply-side structural reform of higher vocational education in ethnic minority areas.The third clue is the practice,which explores the demand of higher vocational education talents supply for the economic and social development in ethnic minority areas.Taking the case of Guangxi as an example,it is found that the ultimate goal of its economic and social development is to promote the people of all ethnic groups with Zhuang Nationality as the main ethnic group to obtain a better life in Guangxi by developing various industries in this region and promoting regional economic and social prosperity.Under such an overall demand,the demand with the characteristics of ethnic regions is put forward for the talent supply of higher vocational education in this region.How does Guangxi respond to these demands? Since the reform and opening up,Guangxi,as an ethnic minority area,has made great progress in various social undertakings,and higher vocational education has also achieved rapid development in the past decade.Generally speaking,it basically meets the needs of current economic and social development.However,as an ethnic minority area and an underdeveloped area,Guangxi has a rather weak foundation.It appears “insufficient confidence” in dealing with the future geographical relationship and industrial pattern,and there is a trend that the talent supply does not match the demand,which is mainly reflected in the layout of colleges and universities,major setting,curriculum system and teaching activities.After doing the field research of G University,it is found that there are some practical difficulties in the connections between school layout and industrial layout,major setting and industrial setting,curriculum designing and post standard,and talent training process and production process,resulting in the deviation between talent supply and demand,and the coexistence of talent surplus and “labor shortage”.The following three reasons lead to these problems: First,the unbalanced structure of supply-demand relationship under the development concept of “academic standard”;Second,the shallow symbiosis of supply subjects under the “policy standard”cooperation mechanism;Third,the path dependence of supply system under the training mode of “management standard”.To solve problems and ensure the success of the reform,we can think about it from six directions: We should understand that the fundamental premise of the reform is to adhere to the essence of educating people based on students' development,make it clear that the core goal of the reform is to establish a regulation system of supply and demand balance,recognize that the basic support of the reform is to improve the data system with smooth information,insist that the important content of the reform is to perfect the governance mechanism of pluralistic co-governance,understand that the main guarantee of the reform is to provide scientific and reasonable resource allocation,and know that the key means of the reform is to upgrade the educational technology of resource sharing.Sorting out the reform ideas under this thinking framework can improve the contradiction and dilemma between the supply side and the demand side of higher vocational education talents in ethnic minority areas.Last but not least,seven key contents are provided here to answer the core question of “how to reform”.That is,strengthen the top-level design of the layout of higher vocational colleges and universities under the guidance of improving the integration degree between service level and the needs of economic and social development;optimize the specialty structure of higher vocational education with the goal of improving the integration degree between major setting and industrial structure;Deepen the curriculum reform of higher vocational education on the basis of improving the integration degree between curriculum system and vocational capacity;strive to build a new teaching model of higher vocational education on the premise of promoting the deep integration of production and teaching;strive to construct a high-level “double qualified” team of teachers with the mission of cultivating high-quality talents;strive to build a quality evaluation and monitoring mechanism to ensure the effectiveness of higher vocational education reform as the bottom line;and strive to build an all-round policy guarantee system to promote the implementation of various reform measures as the key.So far,this dissertation has summarized the rules of talents supply-side structural reform of higher vocational education in Guangxi,and deduced the model of talents supply-side reform suitable for the majority of ethnic minority areas.
