The rule of law is the core concept of the modern society.The conduct of the law education is an extension of the rule of law.As the main content of law and the rule of law,it is an educational activity which achieves awareness popularization of the rule of law through certain educational means.The issue of "Outline for the Rule of Law Education for Juvenile" in 2016 started a brand-new era of the rule of law education in elementary and secondary schools.It presented implemented ways of law education in independent chapters,which demonstrates the significance of "pathways" in the process of law education implementation in elementary and secondary schools.The education method adapting the law of physical and mental development of juveniles is the key to obtaining high-quality educational results.A scientific and rational law education method can integrate legal education content into the growth law of adolescents.It not only promotes the implementation of the rule of law education which can produce some expected law results,but also conduces to achieve the goals of the construction of the country governed by law.The study mainly depending on a research method such as questionnaire survey,explores the current status quo,the problems and the causes of the implementation of law education in elementary and secondary schools,and accordingly proposed corresponding recommendations.The rule of law should have three connotations:good Law supreme,use of Tools,People's desire.The main content of law education is composed of law popularization,social formation and moral cultivation.It aims at raising law awareness and comprehensive literacy of the public and building a society under the rule of law.The policy of the law education approach in elementary and secondary schools can be roughly divided into three phases:the class approach is the center from 1978 to 1990;the auxiliary approach of "second class" is expanded from 1991 to 2010;the new elements of "Internet plus mood" is introduced after 2011.The phased changes reflect the close relationship between law education in elementary and secondary schools and the new era.Especially after the "rule of system" replaced by "rule of law" in 2014,the rule of law education way in elementary and secondary schools has become increasingly prominent in promoting the systematization of law education,deepening the law education pertinence and improving the effectiveness of law education.As the main way of questionnaire survey and interview method,the study wholly measures the status quo of law education way in elementary and secondary schools in consideration of three dimensions from class-teaching approaches,school-based practice approaches,and off-campus practice approaches.According to the results of the comprehensive questionnaire and interviews,the arrangement of law education curriculum in elementary and secondary schools is implemented well.The law education is skilled in using multimedia equipment to carry out law education teaching and interact with external environment such as community and families.Some problems still exists in the law education approach in elementary and secondary schools in China,such as lagging policies,lack of teaching allocation standards,lack of scientific education process and incomplete software packages.These problems are mainly caused by insufficient implementation of policies,excessive reliance on classroom teaching,excessive evaluation methods and lack of guarantee systems.According to domestic and foreign law education practice approaches in elementary and secondary schools,the following four suggestions are mainly put forward to improve law education:firstly,attaching great importance to the allocation and improvement of the law education policy mechanism of in elementary and secondary schools;secondly,strengthening the basic status of classroom teaching in the pathway of law education in elementary and secondary schools;thirdly,highlighting the core role of practice teaching methods under law education in elementary and secondary schools;lastly,paying attention to the integration and utilization of law education resources during the process of law education in elementary and secondary schools.It is hoped that these suggestions can be implemented,so that the law education in elementary and secondary schools will have a bright future.
