Research On The Operation And Management Of The National Fitness Center Under The Background Of Government Purchasing Services

The health physical quality of Chinese people is the basis of the rejuvenation of the Chinese nation,while the public service of the national fitness center is an important guarantee to improve the national physical quality.With the expansion of the scale of public facilities construction of national fitness center in China,it is necessary for the government to purchase the public service of national fitness center.However,there are still many problems in the operation and management mode of the national fitness center in China.Therefore,it is particularly important to study the above issues under the background of government purchasing sports public service.At present,the research on the government's purchase of sports public service in China is limited to the purchase mode and guarantee mechanism,and the research on the operation and management mode of social forces participating in the national fitness center after the government's purchase of services is still blank.In order to make the national fitness center get good development,to provide higher quality service for the masses,this paper will be the government to buy sports public service as the background,the national fitness center operation and management mode as the research object,through interviews,case analysis,field investigation and other research methods were discussed.First of all,through the analysis of the current situation of national fitness center operation and management,found that the government to buy national fitness center operation and management services,not only can realize the effective allocation and rational use of existing resources of national fitness center,but also conducive to the realization of social and economic benefits of national fitness center sports public service.Secondly,on the basis of the case analysis of Chengdu high-tech zone national fitness guidance center and my participation in the purchase and daily operation and management practice of Chengdu high-tech zone national fitness guidance center,the management mode and operation mechanism are analyzed and found that there are still some problems in the operation and management mode of the center and the government security system.Thirdly,using the balanced scorecard to analyze the operation and management performance of the national fitness center in the high-tech zone from four aspects: customer,finance,internal process,learning and innovation.the results show that in today's rapid development of the new economic background,to meet the growing sports needs of residents is the purpose of service,a stable source of funds is an important guarantee of high-quality service,professional operation team and talent is an important support force to improve the operation and management mode of the center.Finally,while studying and perfecting the operation and management mode of the national fitness center,we also find that the cooperation mechanism between social forces and the government is an important guarantee to ensure the normal operation of the public service of the national fitness center.The government should improve the policy and financial guarantee after purchasing the corresponding service,standardize and guide social forces to achieve self-sufficiency in the operation and management process of the national fitness center,and improve the operation and management and service quality of the national fitness center.
