With the deepening of the transformation of Chinese government functions,the government has gradually changed from the direct producer of public sports services to the purchaser.In order to meet people’s increasing,diversified and professional demands for public sports services,the government is increasingly purchasing public sports services from social forces.How to better play the role of sports associations in this process has always been a question for the government and the academic circle to consider.This study uses the method of literature,questionnaire,interview,mathematical statistics and case study to investigate and study the situation of Wuhan sports associations undertaking government purchase of public sports services.Combined with the development status of Wuhan sports associations and the environment of undertaking government purchase of public sports services,It is found that in the process of undertaking government purchase of public sports services,Wuhan sports associations have imperfect legislation of purchasing public sports services and lack of guarantee of undertaking services.Some communities are more dependent on the government and have less autonomy to undertake services.Part of the community talent team construction is not sound,independent undertaking ability is poor;The undertaking content is relatively single,and the undertaking mode is less competitive.The service supervision system is not perfect,the evaluation incentive mechanism is not perfect;There is a large gap in the amount of service between the organizations,and the loss phenomenon is more common.From the point of view of the problem,this study puts forward the following suggestions for Wuhan government and sports associations: strengthen the top-level design and improve the supporting legal system of purchasing public sports services;The rational orientation government function,strengthens the instruction to the sports association;Deepen cooperation between social schools and social enterprises,and integrate relevant resources;We should actively foster market players in the supply of public services and make good use of a variety of purchasing methods.Strengthen the "Internet + supervision" thinking,improve the evaluation incentive and restraint mechanism;We will make information more public and coordinate budgets.It is hoped that this can optimize the environment for Wuhan sports associations to undertake the government’s purchase of public sports services,further mobilize the enthusiasm of the associations to undertake and implement public sports services,improve the capacity of the associations to undertake,so as to improve the supply quality of public sports services in Wuhan,and provide reference for other cities. |
