The Study On The Risk Management Of Government's Purchase Of Public Sports Service

Recently,with the development of practical and theoretical researches on the government purchase of public sports services,resulting purchase risks have been underlined,and related researches have attracted the academic circle.However,based on this purchase,researches on the systematical risk identification,risk indicator system construction,and risk assessment especially the dynamic assessment are relatively rare.This paper uses risk decomposition and analysis,risk checklists,system dynamics model,and fuzzy comprehensive evaluation to research all phases of risks of the government purchase of public sports services.Research conclusions are listed as follows:1.Risks of the government purchase of public sports services can be divided into three phases including 14 categories of risk factors and 46 risk items:risks in the strategic planning phase,risks in the service-supplier selection phase,and risks in the purchase execution phase.2.The element operation mechanism is analyzed.Strategic planning risks result from a combination of risk change 1 and control rate 1,service-supplier selection risks from a combination of risk change 2,control rate 2,and strategic planning risks,and purchase execution risks from a combination of risk change 3,control rate 3,and service-supplier selection risk.The difference between performance and expected performance plays a decisive role between risks and management strategies.Based on the causality path,risk transmission path is analyzed.Strategic planning risks,service-supplier selection risks,and purchase execution risks respectively have 6,8,and 8 causality paths for transmission and affecting the total risk.3.Both static assessment by analytic hierarchy process and fuzzy comprehensive evaluation and dynamic assessment by system dynamics are conducted on the risks of the government purchase of public sports services.The results are the same,that is,service-supplier selection risks impact the total risk most,and risk control strategies for every phase work.4.Control strategies for risks of the government purchase of public sports services are listed as follows:(1)For strategic planning risks:Optimize the demand evaluation mechanism to avoid demand evaluation risks.Strengthen the government purchase decision-making ability and level Select contents in a scientific way.(2)For service-supplier selection risks:know clearly and categorize suppliers.Based on a comprehensive competition pattern,build a perfect management mechanism and optimize outside support system to development sports social organizations.Set scientific access requirements and selection processes for supplier selection.Strengthen communications to bring strategy information into the open.(3)For purchase execution risks:scientifically make the purchase contract.Regulate the fund management.Optimize the supervision and assessment mechanism for the government purchase of public sports services.
