The Research About Social Work Service Model Of "Government Purchase,Non-governmental Operation"

Since China had made experiments in social work service mode called"Government purchase,non-government operation" in Shenzhen 2007,the social work industry in China has been into a new developing stage with the more compact relationship among government,social work organization and service objects.This mode gives the social service program to social work organization to organise and implement via the contract between government and social work organization making the people get more accurate,more professional and better service.At the same time,the active participation of civil society organizations has liberated the burden of government departments on social welfare.What's more,the society organizations play its own value,integrate all aspects of resources,and focus on the advantages of the development of China's social work.However,the social work service mode"Government purchase,non-government operation" is still at initial stage now,the details in implementations will face many difficulties,for example,organization system is not perfect;supervision is not in place;social work organization lack of resources;quality of service can not be guaranteed.In order to achieve the model to better adapt to China's social welfare undertakings,it is to reveal a lot of problems requiring more social worker and scholars doing deeper research in this mode.This article uses one party and people service center in S city implementing the researches in social work service mode "Government purchase,non-government operation".First,research background,research purposes and research significance of the article are expounded,and this article introduce related concepts and theoretical basis of the social service mode;summarize the research status at home and abroad by reading documents;use the appropriate research methods to analyze the operation of the social service model.And then,the details of this party and people service center in S city will be introduced including basic configuration,summary of service objects,management organization service development situation and service evaluation in this center.At the same time,the fundamental operation condition of this mode in S city is introduced at first giving the basic understanding of social work development in S city.Based on the details above,andcombined with the author's observation and experience during the internship at this party and people service center,the problems in the operation of social work service mode "Government purchase,non-government operation" in S city and this service center are concluded with the comments in government,social work organization and social workers,mainly includingUnsound policy regime,imperfect institutional development,inadequate professionals,and poor quality of service.Based on the conclusions in the problems in the operation of social work service mode "Government purchase,non-government operation" in this service center,the reasons to cause these problems are deeply analysed and probed.Where the most prominent factorsare deficient supervision and incomplete evaluation system in government aspect,resources deficiency and non-effective organization in social work organization aspect,low salary and massive work in social worker aspect,complex population structure and inadequate publicity in community aspect.The difficulty faced by the operation mode in S city is extracted via the analysis to each problem.At last,based on the problems and the results in analysis,the corresponding countermeasure and suggestion of social work service mode "Government purchase,non-government operation" are proposed,especially in social work organization aspect with multi-angle analysis to improve and complete the implementation effect of this mode.
