Compulsory education is a statutory education. The Government must provide the basic school funding and school conditions for the development of compulsory education, which includes basic teaching facilities and teachers. It is necessary to make the conditions of the same level elementary and secondary schools balanced, which means compulsory education should share balanced educational resources, and the government has the responsibility to balance the development of compulsory education. The balanced development of compulsory education plays an enormous role in social equity and harmonious society construction. Now the problem of demand and supply of educational resources is still prominent in developing counties in China. The unreasonable distribution of the limited educational resources not only affects the balanced development of compulsory education, but also impedes the progress of social equity. So it is the high time to solve the education problem of fair by optimizing distribution of compulsory education resources.This paper studies the distribution of compulsory education resources by analyzing the condition in J County in Zhejiang province. In order to find out the problems and causes of the distribution of educational resources in counties, we analyze the deviation between cities and rural townships. At last, we try to explore effective ways that could optimize the distribution of compulsory educational resources.This paper consists of five parts. We expatiate the backgrounds, the present state, meanings and methods of the studies, and define important terms in the first part. In order to support the strategies and ideas provided by this paper, we introduce and analyze a series of theories about the distribution of educational resources in the second part. In the third part, we investigate the conditions in J County, and find the distribution of compulsory education resources is not reasonable. Firstly, the distribution of material and financial resources is unreasonable. On one hand the budgetary spending on education is insufficient, on the other hand, some educational strategies changed so quickly that it brought many new problems. Secondly, the distribution of human resources is also unreasonable. We can see the distribution and structure of the teachers are not reasonable, and the quality of the teachers is not high enough. Furthermore, teachers in the township are not steady. In the forth part, we analyze the reasons of the unreasonable allocation of compulsory education resources in developing counties. We'd like to illuminate them from 5 sections: the deviation of the management system of compulsory education; the unreasonable understanding and execution of the strategies about rural primary and middle schools; the system of key schools; the non-uniform evaluation standards of compulsory education; teachers in the township have been too much ignored. The fifth part is conclusion. We propose measures about these problems from four main headings.As a result of the social transformation, the educational conditions in J County are typical. We hope the study can provided useful experience and lessons for the reform of the compulsory education in China.
