Research On Function Optimization Of Subdistrict Office Under Service-oriented Government

As a grass-roots political organization in China,the street office undertakes different functions in different stages of development.Along with the progress of modernization in our country,the city scale is more and more bigger,the city basic-level organization "nerve" street agency also bear the more and more important role,it for maintaining social order and economic development plays an important role.However,with the continuous development of economic society,a large number of population to cities,leads to great changes have taken place in social structure than ever,as the city the street agency of grassroots organizations rarely varies with the change of social structure change and adjust accordingly,make the street can't adapt to the development of the society,unable to meet the demand of modern people more and more complexity of life.Nineteen report clearly pointed out that "to form effective social governance,good social order,so people get a sense of happiness and sense of security more and more secure,more sustainable,let people get a sense of happiness and sense of security more and more secure,more sustainable is the fundamental goal and essence of social the requirements of governance,and these requirements and objectives and the implementation of a commitment by contact with the grassroots most closely the most direct neighborhood offices,to study and improve the function of sub district office is the foundation of a new era,the CPC Central Committee and government policy implementation.Therefore,in the perspective of service-oriented government,taking the sub district offices as the research object,it is necessary to analyze some problems in the development process and propose path selection.Based on the Henan SC Street office as a case study,in September 26,2011 formally established in more than six years of development time,learn from the development model around the office,based on modern information technology,convenient living area residents,for the welfare of the people,the rapid development of the residents are alike,and in early 2015 was awarded the advanced demonstration unit.Taking SC as the research object,we find out the development model that can be used for reference,and analyze the shortcomings of its existence,and provide the path choice for the further development of SC.Specifically,using literature research method,case analysis method and comparative study method,interview method,function to "City Street Office Streetoffice organization regulations" provisions of the service-oriented government as a benchmark,the connotation and characteristics of oriented SC in Henan Street office as a case,study the functions of the various departments and analysis functions(reference)and service-oriented government(Guide),SC Street office to fulfill the functions of what problems,analyzes the causes of the problems,on the basis of domestic Street office development experience and foreign community management mode,put forward path selection of the development of SC Street offices in the perspective of the service oriented government.Firstly,clear the street offices in the perspective of the service-type government's related concept,thinking about the basic theory,mainly including the governance theory,new public service theory and service-oriented government theory,understand the main characteristics of the service-oriented government.Secondly,it makes a general analysis on the development of the street office,clarifying its nature and work characteristics,and understanding the function development history of the street office and its functional orientation at the present stage.Thirdly,with the case of henan SC street office,the problems of the functions of SC street office in the perspective of service government are analyzed and the reasons for the problems are found.Fourth,draw lessons from other cities in China such as Beijing and Shanghai street offices in the development of successful experience,analysis of foreign grass-roots social management model,to the function development of SC neighborhood offices provide a train of thought.Finally,combined with domestic and foreign scholars study of street agency,community and government function and points of view,according to the actual situation of our country and the development of SC street agency,and puts forward countermeasures and Suggestions for SC street agency function development.
